Summary

This is a year-round internship and the intent of the position is that the student is able to work at least 640 hours while still in school in order to be eligible for non-competitive conversion. At the successful conclusion of this program, incumbent may be eligible for non-competitive conversion to a Federal career or career-conditional position, but conversion is not guaranteed.

Responsibilities

The Pathways Internship Program is designed to attract students enrolled in a wide variety of educational institutions (ranging from high school to graduate school) with paid opportunities to work in agencies and explore Federal careers while still in school. This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their careers paths are fully established. Through the Pathways Internship Program, we are seeking students that are detail-oriented with strong problem solving skills who will thrive in a fast-paced environment.

Student Intern trainees can expect to prepare information for use by BRD management, OMB officials, the Congress, and the public, and to work closely with others in OMB, often under short deadlines.

The ideal candidate would have a background or an interest in public service and the Federal budget. Students studying public finance and budgeting, public administration and public policy are particularly encouraged to apply. Strong organizational skills, communication (oral and written) skills, detail-oriented analytic ability, and dependability are a must. The potential duration of the internship is
6 Months - 2 years.

The student will be assigned to a branch within BRD and will be responsible for a combination of professional, analytic, and administrative work. These responsibilities include but are not limited to:

1) Using collaborative tools to gather, compile, and analyze information from OMB program offices and agencies throughout the budget cycle, often under tight deadlines;
2) Tracking decisions and proposals crucial to the development of the Budget and ensuring that decisions are accurately reflected in Budget materials;
3) Working with BRD staff and OMB program offices to produce and publish the President's Budget and any associated briefing materials;
4) Analyze requirements and assist with implementing solutions using the appropriate combination of collaboration tools, data collection, analytical, survey, and authorization tools and capabilities;
5) Tracking congressional action on an appropriations bill and providing timely reports and information to BRD management, OMB program offices, and policy officials;
6) Working as part of a team to monitor Administration priorities in appropriations bills as they move through the Congress and ensure that management and policy officials receive up-to-date and accurate information on the status of priorities;
7) Working with OMB program offices and other BRD staff to analyze funding levels of appropriations and authorizing bills; and
8) Administrative duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Must be a current student in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR

B. One full year of graduate level education in an accredited or pre-accredited college or university. The education must demonstrate the competencies necessary to do the work of the position; OR

C. One year of specialized experience performing the following: conducting quantitative and qualitative analysis; preparing and presenting results, and performing clerical task such as arranging meetings, preparing correspondence, and greeting visitors.

D. A combination of education and experience as listed above

SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. You may be converted, without a break in service to a term (time-limited) or permanent appointment upon graduation and completion of program requirements but there is no guarantee.
