As the Police Accreditation Program Manager, you will oversee the accreditation processes and procedures for the Airports Authority Police Department.

Police Accreditation Program Manager

Serves in the Support Services Bureau of the Police Department in the Office of Public Safety.

Manages the Police Department's Virginia and national accreditation processes. Conducts regular reviews with staff and revises department policy and procedures manuals to ensure standard procedures are reliable and up to date with all current Virginia Law Enforcement Professional Standards Commission (VLEPSC) and Commission on Accreditation for Law Enforcement Agencies (CALEA) standards, legislative mandates, and judicial rulings. Performs related functions.

GENERAL RESPONSIBILITIES

Manages the Police Department's Virginia and national accreditation processes. Conducts regular reviews with staff and revises department policy and procedures manuals.

Serves as advisor to command staff on issues related to accreditation; provides presentations to Police Department staff about accreditation, policy, and other planning issues to ensure familiarization with the certification/accreditation process.

Develops, writes, revises, and implements the Police Department's catalog of policies and SOPs. Conducts regular reviews of polices to ensure policies are reliable and up-to-date. Applies 'best practice' principles to establishing policies.

Ensures Police compliance with all applicable laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations. Tracks and reviews standards and ensures the department remains in compliance.

Develops an accreditation action plan, detailing milestones and key dates to achieve certification. Identifies standards not applicable to the department; prepares and submits Waiver Forms to the Commission for conditional approval.

Prepares and submits periodic status reports throughout the self-assessment phase of the accreditation process to monitor accreditation efforts and department progress (both initial and follow-up reports). Prepares appropriate accreditation reports as required. Analyzes data and creates weekly, quarterly and annual reports.

Creates and maintains master and archival files for policies and procedures. Compiles administrative and statistical data for use in meeting accreditation standards. Performs analyses and prepares reports for the command staff.

Prepares and maintains the department's compliance documentation, including all accreditation files. Submits documentation and/or reports to the Commission, as required.

Keeps abreast of all aspects of the accreditation process: the standards for certification and accreditation, as well as, the various requirements of the process. Assesses and communicates the impact of any proposed changes on current policies and procedures.

Serves as the department's representative to the Virginia Law Enforcement Professional Standards Commission (VLEPSC), Virginia Association of CALEA Accreditation Professionals (VACAP), and the Commission on Accreditation for Law Enforcement Agencies (CALEA), Inc.

Attends business meetings, regional and national training programs, including those conducted by VLEPSC and CALEA to stay abreast of program updates and changes.

Maintains and updates the PowerDMS system, adding policies and proofs as necessary.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in law enforcement administration or Public Safety administration, with emphasis on policy development and review.

Knowledge of law enforcement functions and ability to develop and evaluate associated policies and procedures.

Ability to write clear, concise, and standardized policies.

Ability to evaluate policies and procedures against established standards.

Ability to conduct research and prepare and maintain accurate and comprehensive reports, metrics, and files.

Ability to interpret and evaluate legislative initiatives.

Ability to communicate ideas and proposals effectively to the understanding of others and for preparation of reports.

Ability to maintain data and information in a confidential manner.

Skill in using a computer and modern office suite software, with emphasis on presentation systems.

PREFERRED QUALIFICATIONS

Experience as an accreditation manager, or relevant equivalency, with a VLEPSC and/or CALEA-accredited law enforcement agency which received at least one accreditation award without conditions.

Certification as a CALEA Law Enforcement Accreditation Manager from CALEA.

Experience conducting VLEPSC and/or CALEA remote web-based assessments, site-based assessments, and re-accreditation.

Experience with PowerDMS and advanced knowledge of the VLEPSC and/or CALEA Standards Manual.

EDUCATION

A Bachelor's Degree in Planning, Public Administration, Business Management, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

This is a non-sworn position.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
