The primary purpose of this position is to serve as a program analyst at the Air Staff level and to provide Air Force IT infrastructure expertise in planning, organizing, and developing planning, programming, budgeting, and execution (PPBE) support of certain major Air Force mission and operational plans.

Responsibilities

  • Applying Air Force IT infrastructure experience analyzes major Air force programs to provide planning, programming, and budget guidance and to facilitate the identification and determination of alternative ways to achieve the best mix of forces.
  • Performs ongoing evaluation and analysis of the execution in the planning, programming, and budget actions in support of major air Force mission and operational plans.
  • Using AF military rated aviator knowledge, analyzes the effect of changes in plans of PBE and ABIDES processes.
  • Actively participates in strategic planning to improve organization direction and focus using strategic planning tools and techniques.
  • Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DoD offices to integrate Air Force PPBE support actions.

Qualifications

IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0343, DATED 22 Mar 99.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to project planning as it related to communications and computer systems, knowledge and ability to plan, organize, develop planning, programming, budgeting and execution in support of Air Force mission and operational plans, develop budget forecasts, cost projections, financial exhibits, knowledge of IT systems analysis, functions, techniques and compatibilities and ability to apply IT infrastructure expertise.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DoD PPBE and Dept of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM initiatives, offsets and disconnects, reclamas, and issue papers.
2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various Air force entities involved in overall planning and execution of military operations and evaluations and the way the PPBE and ABIDES processes supports them.
4. Knowledge of IT systems analysis, functions, techniques, and compatibilities sufficient to evaluate new and emerging IT methods and principles, the feasibility of proposed new systems and software projects; and to design, write, test and maintain information systems and software and ensure successful integration with existing and anticipated IT systems and infrastructure.
5. Knowledge of and ability to apply AF IT infrastructure expertise as it applies to assigned programs. Obtains/maintain IAM Level 1 certification IAW DoD 8570.01-M, Federal Information Security Mgmt Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all information technology services.
6. Knowledge of project management concepts as they related to identifying and prioritizing IT requirements for inclusion into the PPBE and POM initiatives.
7. Knowledge of IT acquisition processes associated with the functional relationships between, requirements development, contracting and PPBE and POM initiatives.
8. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key programming events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning, programming and execution.
9. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
10. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission.
