Summary

This incumbent of this position serves as the Supervisory Personnel Security Specialist (Deputy Director, Personnel Security Division), in the Office of the Chief Human Capital Officer, Personnel Security Division, with responsibility for a variety of highly sensitive assignments in support of the Department's personnel security program.

Responsibilities

As a Personnel Security Specialist (Supervisory Personnel Security Specialist), you will:
  • Establishes HUD policy for personnel security. Develops and evaluates personnel security standards for HUD nation-wide, designs and communicates strategies for ensuring compliance with such standards, and oversees the implementation of appropriate personnel security measures. Takes such actions as may be necessary to enhance the quality and effectiveness of HUD's personnel security program.
  • Oversees a staff of Personnel Security Specialist and Security Assistants. The primary focus is to ensure prospective employees and contractors are suitable for employment prior to reporting to work. Initiates and adjudicates background investigations; and implements agency reinvestigation program. In addition, he/she will recommend promotions, awards, distribute work assignments and hold self accountable for meeting guidelines established by HUD, OMB, DOD and OPM.
  • Reviews the adjudication of investigations to ensure adherence to the timeframe and adjudication guidelines set forth by OPM/DOD; Ensures permanent cert request are issued in a timely manner to the requesting agency for employees attending classified meetings; and Conducts briefings for employees receiving a top secret or secret clearance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

-Providing advisory services on Personnel Security program development and management, strategic goals, and compliance; AND
-Creating an objective environment to make and resolve suitability, security, and credentialing determinations; AND
-Providing technical advice and assistance concerning national security clearances, investigative standards, suitability determinations, and credentialing requirements

AND

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
