The purpose of this position is to serve as the Director of the Office of Investment, Energy & Infrastructure advising, sharing responsibility and participating with the Deputy Assistant Secretary (Investment, Energy & Infrastructure) in advancing Treasury and the U.S. Government's policy priorities aimed at promoting economic growth and sound financial policies in various countries or regions of the world.

  • Support the successful start of operations at the U.S. International Development Finance Corporation (DFC) by:

  • Contributing to the development and approval of the DFC's governance structures
  • Supporting the development of a framework for assessing institutional performance

  • Taking an ongoing leadership role in the DFC's Risk and Audit Committees and the DFC interagency policy coordination process (the DFC Coordination Group)
  • Leveraging Treasury experience and expertise to shape key DFC policies and the processes, including for:

  • Equity authority
  • Operations in Upper Middle Income Countries
  • Assessing development impact and financial additionality
  • Assessing and tracking risk in a comprehensive fashion
  • Implementing the mandates of the Independent Accountability Mechanism, the Development Advisory Council
  • Developing effective mean learning for public consultation and input on DFC operations
  • Facilitating engagement between the DFC and the MDBs, both to encourage the sharing of experiences as well as support effective coordination on financing operations
  • Promote collaboration between DFC and Treasury OTA, with the goal of promoting complementary engagements where possible
  • Strengthening the project review process including through enhanced coordination with IA's Office of Development Review and Accountability
  • Lead Treasury oversight of OPIC and DFC operations by:
  • Contributing to the ongoing development and implementation of the DFC Board's agenda
  • Conducting ongoing reviews of DFC operations and overall institutional performance
  • Conducting reviews of remaining OPIC operations
  • Support the successful development of the Administration's Blue Dot Initiative by:

  • Playing a leading role in the development principles and project standards, which will form the basis of an internationally agreed project certification process
  • Contribute the development of the certification organization structure and governance

  • Other duties as assigned.

    The Director is fully responsible for managerial, supervisory and administrative functions of the Office of Investment, Energy & Infrastructure. This includes:

    To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization.     EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES) and are in addition to the specific mandatory technical qualifications listed below.     ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.     ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals.     ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

    ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

    ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, political savvy, influencing/negotiating.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

    MTQ 1- Broad knowledge and extensive understanding of the U.S. International Development Finance Corporation (DFC); including the governance structures, Risk and Audit Committees and the DFC interagency policy coordination process.

    MTQ 2- Extensive knowledge of the Overseas Private Investment Corporation (OPIC) and the ongoing development and implementation of the DFC Board Agenda. Experience in conducting reviews of DFC operations and overall institutional performance while also demonstrating knowledge of the remaining OPIC operations.

    MTQ 3 - Extensive knowledge in regards to the engagement between the DFC and the MDBs, focusing on promoting collaboration between DFC and Treasury OTA while working to strengthen the project review process.

    MTQ 4- Experience providing leadership and direction to a team while executing day-to-day activities and operations in an institutional setting. Familiarity with institutional approaches and processes to managing staff, including performance management, coaching, and counseling. Demonstrated experience within an institution: articulating long-term strategic goals or vision; building the organizational framework achieve mission, including initiating organizational change; and spotting and exploiting opportunities to move individuals, team, or organization toward the vision. Experience managing group processes; adapting leadership style to various situations; managing and resolving conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact; encouraging and facilitating cooperation, pride, trust, and group identity; and fostering commitment and team spirit .
