Responsibilities

The Deputy Chief Component Human Capital Officer (DCCHCO) for Strategic Services is responsible for overseeing, planning, coordinating and implementing FEMA's strategic programs, including budget formulation, and allocation of human and material resources. Responsible for identifying operational program goals and objectives, ensuring that these goals and objectives are fully implemented to successfully meet mission requirements.

Develops and maintains metrics through subordinate managers for the purpose of monitoring work status to assess the overall effectiveness, efficiency, and productivity of the organization. Identifies any program deficiencies and takes the appropriate action to resolve the problem and maintain program operations in support of OCCHCO's, mission, goals, and objectives.

Responsible for overseeing and reviewing the expenditure of funds of OCCHO's programs and projects on a regular basis and assures the effective expenditure of these funds, authorizing cost-saving initiatives to increase efficiency while reducing operating costs and maintaining a high level of professional proficiency.

Manages the development and use of statistical information for such considerations as staffing/retention rates, diversity outreach and competency assessment.

Provide strategies for directing systematic OCCHCO program planning and execution geared to support FEMA's long-range goals and objectives in support of such issues as work force shaping, succession planning, restructuring, regionalization, consolidation, and, information technology. Evaluates the effectiveness of administrative and management programs, directs special studies and analyses to enhance the services of the functional areas of OCCHCO to FEMA customers, and ensures the implementation of cost effective and feasible solutions.

Responsible for selecting subordinate supervisors and other division staff as appropriate; setting performance standards for Branch Chiefs and senior staff; developing and overseeing the implementation of plans for meeting training and developmental needs; and developing workforce management plans to ensure OCCHCO is adequately staffed.

Attends meeting with high level officials from DHS, OPM, OMB, other agencies and outside stakeholders - to include Congressional hearings- making commitments on behalf of the CCHCO within the boundaries of policy and regulation.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS - MANDATORY
  • Demonstrated executive-level experience in managing and directing an agency's employee relations and labor-management program.
  • Demonstrated experience successfully managing a diverse portfolio of human capital programs, to include those designed to provide services to employees, such as Employee Assistance, Health and Wellness, Worker's Compensation, and Employee Engagement and Work-life programs.
  • Demonstrated experience in overseeing and effecting policies, Human Resource analytics and information systems, and audit and accountability programs.
  • Demonstrated experience in providing leadership and directing budget formulation, contract and procurement activities, and allocation of human resources materials for a large complex organization.

ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
