Summary

Under the guidance and supervision of the Assistant Inspector General for Management and Evaluation (AIGME), the Operations Specialist (OS) is responsible for providing contracting, operational, management and analytical support for the Office of Inspector General (OIG). The OS provides support with acquisition planning, procurement and contracting, strategic and operational planning and OIG intranet content management. The OS also assists with general office and human resources administration.

Responsibilities

PRINCIPAL DUTIES & RESPONSIBILITIES
  • Facilitates and administers acquisitions, contracts, business, information and project management operations, working to strengthen and improve OIG planning, processes, reporting, and outcomes.
  • Acts as the OIG procurement specialist; identifies operational needs, performs market research, and produces procurement packages; drafts Requests for Proposal, contracts, and statements of work; helps with contact management and coordinates expenses and payments tracking.
  • Acts as the OIG intranet content manager to strengthen the OIG's internal communication, coordination, and cooperation between units, helping to leverage the effective use of LSC and OIG business information. Determines content to be posted.
  • Creates, tracks, and implements office administration policies.
  • Serves as a team member of the Management and Evaluation Unit and supports various operational functions including office management and performs administrative tasks as requested.
  • Assists in the creation of OIG reports.
  • Performs other related duties as assigned.

    Qualifications

    COMPETENCIES REQUIRED

    General:
    Strong initiative and problem-solving skills; ability to identify, evaluate, recommend and deliver solutions to issues and problems; solid organizational skills and ability to plan and execute multiple and shifting priorities; excellent written communication skills with demonstrated ability to produce professional, well-written work product; excellent oral communication and interpersonal skills with demonstrated ability to effectively reach different audiences, including all levels of OIG management and staff; proficiency in Office 365 suite. Assignments require working knowledge of management principles and practices and their application to work assignments across the OIG management spectrum including acquisition, contracting, budgeting, operational planning, information management, and office administration.

    Education

    Technical/Specialized Skills:
    Related undergraduate degree (e.g., business administration, management studies) and two plus years of work experience including progressive responsibilities. Experience with business, contract, and budget administration, as well as information management projects. Knowledge of project management principles and practices. Ability to facilitate, coordinate, and execute cross-unit projects in support of program objectives. Ability to perform research, compile data, and assimilate information to present to higher-level management. Skill in delivering superior customer service.
