Responsibilities

As a Program Analyst at the NH-0343-04 some of your typical work assignments may include:
  • Manages the development of integrated plans and schedules for operations support related deliverables to meet critical milestones within the AEGIS BMD portfolio.
  • Support the Agency interests in the fielding of Aegis BMD capability to include training, Concept of Ops (CONOPs), reliability, maintainability, availability and sustainment requirements.
  • Coordinates actions, resolves problems and responds to the needs of the Agency and the Warfighter Community.
  • Advises the Aegis BMD Operations Support Functional Lead and Senior managers in the Aegis BMD Program Office of activities, results and recommendations related to project development and management.
  • Provides managerial and technical support in development, monitoring and tracking of BMD related sustainment efforts including reliability and maintainability data relating to BMD and AWS combat system elements.
  • Establishes and maintains liaison with organizations both internal and external to MDA for operational support-related deliverables, briefs the program status and plans and justifies budgets to the Functional Lead, Program Managers and other Senior Managers as required.
  • Provides on-site Program Office technical liaison support, planning, and coordination support in response to real world events.
  • Establishes plans, objectives, budgets and priorities for operational support that conform to those of the overall program and executes them.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

One year of specialized experience equivalent NH-03 or GS-13 in the Federal service as listed below:

Experience performing high-level, complex program analysis; providing managerial and technical support; executing risk management and systems engineering policies and practices; and fulfilling acquisition and life cycle management duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level III in Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Competencies:

Expert knowledge of acquisition and life-cycle management policies, procedures, and practices to recognize and analyze problems, conduct research, collect data, summarize results and make appropriate recommendations.
Expert knowledge of technologies Risk Management and System Engineering policies, procedures, and practices in order to advise on performance, quality, reliability, maintainability, and safety of in-service major weapon system capabilities.
Expert knowledge of technologies associated with all aspects of the Combat System radars, signal processing, computer program management, vertical launching system, and interfaces with Command, Control and Communications (C3).
Knowledge of the Planning, Programming, and Budgeting System (PPBS), and its processes, products, terminology and guidance documents to be able to discuss and coordinate and/or initiatives.
Knowledge of analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, in order to develop/manage comprehensive studies, reviews, assessments, plans, and/or schedules.
