Summary

This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO).

The primary purpose of this position is to provide support and guidance to the Chief Data Architect in the development of DHS-wide data architecture and information sharing practices focusing on incorporating the activities of information architect and data scientist.

Responsibilities

As a IT Specialist (DATAMGT) GS 2210 12/13, your typical work assignments may include:
  • Assist with development of objectives, priorities, and long and short-range plans related to developing secure data access for all DHS enterprise data assets for purposes of information-sharing.
  • Provide technical support and IT guidance to the Chief Data Officer and DHS Components to establish and maintain effective data architectures.
  • Assist the program managers and program data architects in developing data integration solutions and establishing or improving data management organizations.
  • Support and apply data integration, data fusion, data reduction, analysis and visualization solutions; and support design of solutions for data-driven decision making within leading-edge initiatives like reference data management, data aggregation and Big Data.
  • Provide guidance and support to Chief Data Officer to evaluate new and emerging technologies to best meet mission needs.

Basic Qualification Requirement:

To qualify for the IT Specialist (DATAMGT) GS-2210-12/13 position, you must meet the basic qualification requirements described below to be considered qualified for the position:
  • Attention to Detail - is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to the Basic Qualifications described above, you must meet the following Specialized Experience Requirement(s) to be considered qualified for the position:

    You qualify for the GS-13 grade level (starting salary $83,398) if you possess one year of specialized experience at the GS-12 grade level performing duties such as: assisting in the development of database architectural strategies at the modeling, design, and implementation stages to address business or industry requirements; analyzing user requirements and organizational needs to make recommendations to decision-makers on hardware or software purchases or contract; implementing high-availability and disaster-recovery solutions for database servers; providing training on new or modified databases and database application software to IT professionals; and providing consultation to other IT professionals on database architectural strategies, data modeling, warehousing, performance tuning, and scaling.

    You qualify for the GS-12 grade level (starting salary $99,172) if you possess one year of specialized experience at the GS-11 grade level performing duties such as: planning, coordinating, and implementing security measures to safeguard databases against accidental or unauthorized damage, modification, or disclosure; identifying and evaluating industry trends in database systems to serve as a source of information and advice for management; using tools for monitoring database events and for tuning the physical database design; and drafting standards and procedures to guide the use and maintenance of databases and database servers for use by IT professionals.

    Substitution of education in lieu of specialized experience may not be used for this grade level.

    Time-in-grade
    Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
