Summary

This position is location in the Office of Intelligence and Counterintelligence (IN), with the responsibilities of advising policymakers on threats to and opportunities for U.S. national security in nuclear, energy, cyber and a number of science and technology (S&T) fields. Supports the mission of ensuring America's security and prosperity by providing advance knowledge and insight to Department of Energy (DOE) decisions makers of unique and often fleeting opportunities around the world.

Responsibilities

As a GS-13 full performance, Management Analyst, you will:
  • Oversee and participate in studies and projects to ensure efficiency and effectiveness of operations and activities managed.
  • Coordinate the complete tasking and consolidation of inputs to complex analytical issues, and ensure they are appropriately brought to the attention of the Deputy Director or Associate Deputy Director.
  • Track and monitor classified and unclassified requirements from the DOE, the Director of National Intelligence (DNI), and the White House and ensuring that requirements are prioritized, sequenced and appropriately assigned for action, according to guidance provided.
  • Manage the schedules for the Deputy Director and Associate Deputy Director, schedule briefings, and develop material to prepare seniors for meetings and conferences.
  • Operate unclassified and classified computer system to ensure proper security requirements are met.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

CONDITIONS OF EMPLOYMENT:
  • Must have a current "Q" security clearance, or must have a current "Top Secret" clearance and be able to qualify for a "Q" clearance.
  • Eligible candidates for this position must be able to obtain and maintain a DOE Sensitive Compartmented Information (SCI) clearance.
  • Must successfully complete a CI Evaluation, which may also include a CI-scope polygraph examination.
  • As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • Homeland Security Presidential Directive (HSPD-12). A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-11: You must meet the requirements of the position based on education, specialized experience or a combination of both. One year of specialized experience equivalent to the GS-9 level. Examples of Specialized Experience is defined as:
  • Maintain sensitive files in electronic and hardcopy format to ensure security requirements are met.
  • Assist with studies and projects to ensure efficiency and effectiveness of operation and activities.
  • Assist with handling, disseminating and disposing of classified documents for security purposes.

GS-12: Education cannot be substituted for experience. You must have one year of specialized experience equivalent to the GS-11 level. Examples of Specialized Experience is defined as:
  • Assist in analyzing recommendations and assessments for workplace issues to include policy, strategy, and human resources management.
  • Identify gaps pertaining to intelligence analysis of national security and conveying new or modified requirements.
  • Advise higher level officials and groups working on specific management and workplace issues.

GS-13: Education cannot be substituted for experience. You must have one year of specialized experience equivalent to the GS-12 level. Examples of Specialized Experience is defined as:
  • Prepare time-sensitive recommendations and assessments for issues pertaining to policy, strategy and human resources management.
  • Identify foreign policy and intelligence issues including major national and energy security concerns.
  • Provide operational support services including budget, facilities, human resources etc. for intelligence agency.

  • Mastery knowledge of current U.S. foreign policy and intelligence issues, including major national and energy security concerns of DOE, in order to accurately prioritize completing administrative, substantive and technical requirements.
  • Skill in organizing resources, establishing priorities, and time management in order to foster and effective and cooperative work environment with the Intelligence Analysis Directorate.
  • Mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  • Expert knowledge of pertinent laws, regulations, policies and precedents relative to the operations and activities managed.
  • Skill in using Microsoft Office Suite, including MS Word, Excel, and PowerPoint. Must have research skills and demonstrated experience in rapidly producing, at least in draft form, documents in a national security environment.
  • Ability to effectively communicate orally and in writing.
  • Ability to establish and maintain personal working relationships with officials at varying levels of authority.

Education

There is no positive Educational Requirement for this position however, education may be substituted for Experience at the GS-11 level only.

GS-11 Educational Qualification: Ph.D. or equivalent doctoral degree - OR - 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You will be evaluated for this job based on how well you meet the qualifications above.
