Summary

About the Position: This is a TERM position.

This position is with the National Guard Bureau, G-1, PERS RES Execution Division, Voucher Branch, Arlington, VA.

About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Responsibilities

  • Recommend changes to work methods, manpower levels, and procedural requirements.
  • Develop workload-based staffing standards and performance metrics to determine manning levels.
  • Evaluate the relevance of mission, workload, and manpower data.
  • Review the Tables of Distribution and Allowances (TDA) regularly.
  • Prepare and present manpower briefings to high level officials.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: assisting higher graded specialists in the analysis of manpower studies; contributing ideas for changes to organizational structures; providing input relative to changes in manpower policies and procedures; and analysis and documentation of organizational structures, hierarchies, and positions.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-09 or equivalent).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you may qualify if your education meets the definitions below: GS-11 Education Substitution for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university that is directly related to the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education Substitution for Specialized Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
OR
Have the experience and the education described above. (Note: You must attach a copy of your transcripts.)

GS-12 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: conducting manpower, organizational mission, workload, and special management studies for an organization; analyzing organizational efficiency to recommend changes or improvements; scrutinizing reasons for changes in the areas of staffing, work methods/procedures, and manpower structures; assisting in the development of policies related to management functions, programs and methodologies; preparing/presenting manpower briefings, information papers and final correspondence to senior level officials; and analysis and documentation of organizational structures, hierarchies, and positions.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent).

  • This position is a term position and may be extended up to a maximum of eight years. First NTE date will be 13 months, any other extension will be in one year increments.
  • This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
