Joining Customs & Border Protection will allow you to become a member of the Headquarters team in Regulatory Audit and Agency Advisory Services in the Department of Homeland Security (DHS), Customs and Border Protection (CBP).This position starts at a salary of $117,191.00 (GS-14, Step 1) to $152,352.00 (GS-14, Step 10) with promotion potential to $152,352.00(GS-14 Step 10).Typical duties include:
  • Ensuring training needs are assessed and overseeing the development, updating and delivery of training and training materials to headquarters and field staff, which may include areas such as case studies and practical exercises, audit standards, audit methodologies and techniques, CBP, Office of Trade priorities, and application of laws, regulations, and other criteria related to importations and audit standards.
  • Mastering of the professional knowledge of the theories, concepts, principles, and practices of accounting, financial auditing, and financial management sufficient to conduct difficult assignments involving interfaces and inter-relationships between and among programs, systems, functions, policies, and various issues and to function effectively in the following work situations (or the equivalent);
  • Supervising the analysis of current auditing practices and operations for compliance with CBP/OT/RAAAS policy and Generally Accepted Government Auditing Standards GAGAS), serving as the agency technical expert in a wide variety of program management functions for audit assignments and establishing review criteria to improve efficiency of audit activities;
  • Analyzing and interpreting legislation and agency policies and coordinating with other Federal audit organizations such as the Government Accountability Office to develop agency guidance in audit program areas and to monitor new and interrelated agency-level systems and organizations; and
  • Identifying current and future requirements to anticipate the changing needs of RAAAS.

Qualifications

Basic Requirement: Individuals must meet one of the options below and provide supporting documentation to meet the basic requirement for this position.
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement listed above, applicants must have at least one year of specialized experience described below.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Reviewing audit documentation to ensure that it meets professional and internal office's audit standards and policies;
  • Analyzing and interpreting legislation and agency policies as they impact audit function;
  • Preparing audit reports that present findings, cite applicable regulations, identify problematic situations, and recommend corrective action.
  • Leading and conducting comprehensive audits or large projects that protect domestic industry and the health and safety of the American public by detecting noncompliance and/or illegal activity imports (including prohibited, restricted, or counterfeit merchandise) and promotes compliance with laws and regulations enforced by the agency.
  • Developing and issuing and/or instructing on GAGAS requirements, technical guidance and operational instructions related to agency's operations;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/12/2019.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Probationary Period: Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Training: All newly appointed, first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks, of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Required Training if Selected for this Position: Acceptance of this position will require that the selected individual spend up to 8 weeks in formalized courses of required basic auditor training at an off-site location, to conclude with written examinations, which must be successfully completed (passing score of 70% or higher) according to U.S. Customs and Border Protection (CBP), Office of Trade policy. Failure to successfully complete required courses of basic auditor training and the written examinations in accordance with the policies of CBP will be grounds for either demotion or reassignment to another position, placement into a lower graded position, or separation from CBP in accordance with appropriate procedures. If you are a current CBP employee moving into the Auditor occupational series, you are also required to attend and successfully complete this training.

Motor Vehicle Operation: The incumbent must have and maintain a valid state driver's license and may be required to travel domestically or internationally approximately 25% of the time.
