Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Hospital and Ambulatory Policy Group (HAPG).

As a Physician, GS-0602-15, you will serve as a medical advisor to the Group regarding the clinical/medical implications & considerations of Medicare payment policies & issues for services of physicians, hospitals, ambulatory surgical centers (ASCs), rehabilitation agencies, & other payment systems.

Responsibilities

  • Provide authoritative recommendations and advice on issues for physician services, hospitals, ASCs, and related ancillary issues (e.g., medical coding, clinical laboratory services, pricing for certain drugs) and policies.
  • Review, evaluate and provide expert advice and recommendations on physician, hospital, and ASC payment policy proposals, particularly focused on the medical and scientific implications of these proposals.
  • Provide authoritative medical advice, guidance and input to CMS central office staff on Medicare FFS payment issues that require the application of clinical, medical, or scientific expertise.
  • Direct the coordination of the HAPG policy issues within the Group and other CMS components, senior-level executive of CMS, the Department of Health and Human Services, and the private sector as needed.
  • Represent the Director of CM and Director of HAPG in speaking engagements with national health care organizations, special interest groups, professional associations and other physician and provider groups, and other stakeholders.

You must demonstrate in your resume five (5) years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Evaluation of Candidates

  • Interviews: Applicants may be interviewed to assure that they possess the degree of skill in interpersonal relationships required for satisfactory performance of the duties of the position to be filled.
  • Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties. For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.
  • Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school of public health may be credited for training positions or as appropriate for specialist positions. (Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement.)
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
    Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

    Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

    License/Registration Requirement: In addition to meeting the qualification requirements, all candidates must possess the following license/registration:

    Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
    Applicants must be Board Certified in a recognized medical specialty.
