Summary

You will serve as a Business Process Lead (BPL) and a lead subject matter expert on all financial and accounting sub-processes to include Accounts Payable/Receivable, Costing, Asset Management and the Standard General Ledger (SGL) sub-process within the Agency's Financial Accounting Systems (SAP). You will be responsible for the accounting components of the overall financial functional solution and implementation planning and support for the Agency-wide Financial Accounting System.

Responsibilities

  • Coordinate fiscal year end planning activities for the Center covering three diverse business areas and report readiness to the Agency.
  • Review and evaluate operations to appraise effectiveness of policies and programs. Determine deficiencies and take or recommend appropriate actions.
  • Participate in the development of operational plans. Assist in the planning, directing and coordination of the implementation and execution of approved policies, programs, and services related to accounting systems.
  • Serve as a technical authority for new and advanced financial and accounting systems.
  • Organize complex correction activities in the Agency's accounting systems that require coordination of financial management, procurement and HQ personnel.
  • Test and remediate updates and enhancements to financial accounting systems. Develop and implement financial and accounting policies and standards agency wide.
  • Validate financial and accounting data and reports for one or more accounting programs, ensuring accuracy and conformation with government-wide accounting principles, requirements and internal controls.
  • Oversee the design of a complete financial and accounting system and sub-systems.
  • Serve as final authority in matters pertaining to financial and accounting systems, including the structure to properly reflect the nature of transactions and to implement tools such as journals, subsidiary records, statements and reports.

Qualifications

Additional Qualification Requirements : In addition to meeting the Basic Education Requirements you must have one year time-in-grade at the GS-13 level and meet all aspects of specialized experience which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
For this position you must have one year of professional, directly related specialized experience equivalent to the GS-13 level in the Federal service serving as a subject matter expert and technical authority for updates to financial and accounting systems; testing, evaluating, updating, and enhancing complex financial accounting systems; using System Change Tracking Tools; implementing and executing policies and standards of accounting systems; leading projects and/or activities implementing services related to accounting system; analyzing how finance and accounting operations changes impact automated programs and coordinating implementation of the changes with affected elements.

Education

In order to qualify for this position you must meet Basic Education Requirement

A. Have degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.(The term "accounting" means "accounting and/or auditing")
OR
B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
