A successful candidate will serve as a General Engineer or Physical Scientist in the NNSA Associate Administrator for Management and Budget's office.

Responsibilities

As a General Engineer or Physical Scientist you will:

• Provide engineering, and/or scientific professional design, research and development advisory services for a variety of complex programs, systems, operations, projects and facilities. Assess nuclear weapon laboratory design programs, projects, processes, systems, and functions ensuring safe secure, effective, reliable high-hazard operations, explosives packages, life extension programs, surveillance, assessment, maintenance, refurbishment, dismantlement of the nation's nuclear weapons stockpile.
  
• Execute priorities and schedules; compare costs and schedule to established baseline; review and track performance and progress of engineering/scientific technical activities against milestones.
• Support the leadership of the NNSA and the Office of Management and Budget (MB) by providing timely, rigorous, objective and cogent decision-quality cost estimates, cost reviews and analyses of alternatives based on in-depth knowledge of mathematical, physical, and engineering sciences for programs and projects crucial to the nuclear enterprise.
  
• Design/create the parametric computer analysis tools, models simulations and data bases to do the cost/performance analysis necessary to understand parameters underlying the design, development, and construction of nuclear weapons and of their nuclear and non-nuclear supporting facilities. Prepare budgets to include the use, timeliness, and fidelity of cost estimates. May coordinate/guide field activities; manage contractor resources. Apply knowledge and innovation to unique and dynamic situations.
  
• Exercise significant originality and creativity in applying mathematical, statistical, and operations research techniques and methodology to highly specialized programs affecting science/engineering areas.
• Participate in the development of the programming phase of the PPBE process to support program offices and account integrators in making decisions to align available resources with priorities and produce a balanced, integrated, executable Future-Years Nuclear Security Plan (FYNSP).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NN/EN-03 or GS-13. Specialized experience for this position is defined as: Experience applying professional engineering or physical science concepts, theories, and practices to:

• develop cost estimates of nuclear weapon modernization programs
• develop basis of estimate documentation for cost estimates
• develop cost estimates for unique, high-hazard, technical facilities and major items of equipment
• develop budget formulation offsets and adjusted schedules for unique, high-hazard, technical facilities; nuclear weapon and modernization programs; technical stockpile stewardship programs, and nonproliferation programs

Mastery of principles, practices, theories and concepts of multiple professional engineering disciplines (i.e., chemical; civil; construction; electrical; electronic; environmental; fire protection; industrial; mechanical; nuclear; and safety, etc. and/or of multiple physical science disciplines, including, chemistry, physics, health physics, metallurgy, geoscience, etc.).

Mastery of Defense Nuclear Nonproliferation, counter-terrorism, counter-proliferation, material management and minimization, global material security, arms control, research and development, construction programs, and nuclear threat device assessment activities to plan and accomplish programs, projects, and assignments, to participate in working groups, to conduct reviews and assessments for budgeting and strategic planning activities, and to address emerging issues.

Mastery of program, project, acquisition principles and techniques, budget processes, technical requirements, procurement processes and procedures, and contract terms and conditions in order to manage programs, projects, and/or evaluate contractor operations.

Skill in written & oral communication methods to work with all levels of DOE/NNSA management, contractors and private industry regarding programs, projects, policies and legislation in order to conduct negotiations, solve problems, resent briefings or conduct reviews.

Education

Basic Requirements:

801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301 -A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
