Summary

The USPS OIG is seeking a highly qualified applicant to fill our Human Resources Analyst position in the Mission Support, Human Resources Staffing and Classification Team located in Arlington, VA.

Responsibilities

The successful candidate will be responsible for independently performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the areas of recruitment, hiring, complement, classification, and position descriptions.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 11/11/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-11 - GS-13. The salary range for this position is $69,581.00 - $128,920.00. The salary figures include locality pay. Promotion potential to a GS-13 is at management's discretion.

  • Troubleshoots and resolve the most difficult and complex problems associated with comprehensive recruitment and placement services for assigned organizations.
  • Serve as principal advisor and consultant to key management on a full range of staffing options for a variety of professional, administrative, and technical occupations.
  • Provide guidance and advisory services to operations managers in analyzing and proposing solutions to personnel management problems.
  • Research and develop solutions and strategies to recruitment and retention problems
  • Respond to inquiries on recruitment and placement related matters
  • Complete transactional work associated with position descriptions and posting and filling vacancies.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university
OR
  • At least four years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies in order to advise managers on a variety of legal, regulatory and procedural issues related to recruitment and staffing. Experience also demonstrates skill in applying and wide range of staffing concepts, practices, policies, precedents, and procedures, and the use of an automated staffing tool.

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.   • Knowledge of the full range of human resources staffing and recruitment principles, concepts, laws, regulations, techniques, and guidelines sufficient to support the agency's recruitment and placement program.
  • Knowledge of recruitment methodology and practices to attract a wide variety of applicants from student to executive level.
  • Ability to accomplish work through the use of a variety of automated personnel systems and programs.
  • Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. Ability to motivate, train and work effectively with widely diverse individuals and groups.
