Summary The Association of Public and Land-grant Universities (APLU) is seeking a Chief Financial Officer (CFO) & Treasurer with a high level of competence and energy to oversee the Finance and Information Technology (IT) department of an association with an 18-million-dollar annual budget. The incumbent will lead and undertake the full range of financial functions including long-term strategic financial planning, board reporting, financial statement oversight, budget development and management, compliance, financial and tax audits, investment oversight, management of financial policies and procedures, and supervision and training of the finance team. The position also oversees the Office of Information Technology (IT). The ideal candidate will have 12-15 years of financial, accounting, and budget experience in the non-profit sector, including experience in both federal and private grant reporting. The CFO & Treasurer will have the strength to help drive efficiencies, productivity, and accountability across the organization and the creativity for ongoing problem-solving. Background APLU is a research, policy, and advocacy organization dedicated to strengthening and advancing the work of public universities. With a membership of 242 public research universities, land-grant institutions, state university systems, and affiliated organizations, its membership is largely US public universities and systems and APLU also has selected members from Canada and Mexico. APLU's agenda is built on the three pillars of increasing degree completion and academic success, advancing scientific research, and expanding engagement. Annually, member campuses enroll 4.9 million undergraduates and 1.3 million graduate students, award 1.3 million degrees, employ 1.3 million faculty and staff, and conduct $44.9 billion in university-based research. The CFO & Treasurer will oversee both the Office of Finance and the Office of IT. The Office of Finance currently consists of four other employees: one grants manager, two accountants, and one accounts payable associate. The IT Office includes two staff members: an IT director and an associate network administrator. Responsibilities Reporting directly to the President of APLU, the incumbent's primary responsibilities include: Administration In close collaboration with the President of the association, oversee financial and operational issues facing the association daily. Serve as an active member of the forum, APLU's administrative team. Provide overall leadership to the Office of Finance, ensuring the office meets internal and external goals and objectives, working closing with other vice presidents and staff. Establish and oversee the financial policies of the organization to ensure its short- and long-term financial sustainability. With analysis, data, and financial insight help drive efficiencies and productivity across the association. Report directly to the Board of Directors on the finances of the association, ensuring they understand the full financial picture of APLU. Work closely with the Chief of Staff and the HR Director to address facility, staff, and general operational needs. Provide ongoing input into the development and implementation of APLU's strategic plan for, among other purposes, to ensure a diverse revenue stream that will provide adequate resources available for the association into future years. Oversee the IT Office, ensuring APLU has the necessary technological infrastructure to operate in an effective and efficient manner. Supervise staff of the Office of Finance and IT, providing support, training and development opportunities as needed. Accounting Ensure all payments are made in accordance with standard practices, policies and regulations. Manage all cash flow needs required for the organization and transfer funds to/from investment account as appropriate. Assist program offices in the preparation and review of budgets and provide day to day support as they address the financial needs required to meet their program needs, Preform the role of controller as it relates to all account reconciliation and review of work by the staff accountants. Audit and Compliance all financial audits for the association and any other companies under their purview according to GAAP on a timely basis. Strive to have clean audit opinions. Oversee compliance of all federal guidelines as required for all federal grant and contract funding. Ensure compliance with other donor requirements as required. Oversee all payroll compliance relating to IRS and local government reporting. Work with the HR department to make sure all payroll input data facilitates the accurate reporting. Work with the HR department to make sure all retirement plans are funded on a timely basis and that audits are competed and returns filed on a timely basis. Oversee the completion and submission of all 990's and other required tax reporting forms. Update, implement, and oversee all accounting policies as needed. Building Operations Represent APLU owner interest in 1307 New York Avenue at monthly partners' meetings. Oversee the building operational budget as maintained by the management company and work with the other three owners to ensure the safekeeping of a 52-million-dollar asset. Monitor building operations for APLU, advise and work with the property manager as required to ensure an efficient and effective office environment to conduct APLU business. Oversee expected change in ownership of the building and any prospective leases that will be negotiated on behalf of the organization. Investment Accounts Working with the APLU Investment Committee, monitor investments for performance, risk, etc., and adjust as appropriate. Maintain cash balance in Operating Account to meet immediate disbursement needs. Coalition of Urban Serving Universities (USU) Serve as the CFO of USU, preparing annual budgets, and reporting directly to the USU Board of Directors regarding the financial position of the organization. Qualifications of Strong Candidates CPA certification and/or 10 years of experience in nonprofit management. Degree in accounting, finance and/or business. Experience as a CFO highly preferred. Minimum of 12-15 years of increasing accounting management work experience. Knowledge of accounting practices and financial management in the non-profit sector. Experience developing and managing multi-million-dollar budgets. Excellent written and oral communication skills; exceptional presentation skills. Strong interpersonal skills including the ability to provide strategic direction and leadership to multiple constituencies. Exceptional organizational skills; detail-oriented; able to juggle multiple responsibilities simultaneously. Ability to comprehend and absorb issues quickly and make sound decisions based upon thoughtful analysis. Ability to inspire confidence and create trust. Ability to handle confidential information. Strong commitment to advancing higher education initiatives. Proficient in Microsoft Office, Paycom, Great Plains accounting software highly preferred. Ability to travel as needed.
