Job Announcement

Supervises a group of engineering inspectors to achieve enforcement and compliance with complex and specialized construction code requirements on horizontal construction projects. Assigns duties and coordinates work schedules and workload of self and subordinate inspectors. Performs related work as required. Complies with Capital Facilities' safety program and guidelines.

This position is under the general supervision of the Chief of the Inspection Branch. Manages the work of a group of subordinate engineering inspectors to ensure that Inspection Branch workload demands are met. Reviews inspection reports written by inspectors for accuracy and completion. Makes changes if necessary and distribute it to construction managers for review and records.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to: graduation from high school or possession of a GED issued by a state department of education; plus four years of experience inspecting public improvement projects.

PREFERRED QUALIFICATIONS:
  • At least eight years of experience inspecting public improvement projects such as sidewalks, trails, roads, stream restoration, retaining walls.
  • Technical expertise related to Geotechnical requirements and specification for a horizontal public improvement projects.
  • Thorough understanding of codes and regulations that includes VDOT, public facilities manual, Chesapeake Bay reservation ordinance.
  • At least two years of supervisory experience or managing high volume of public improvement projects.
  • Possession of DEQ stormwater inspector certification.
  • Possession of VDOT Work Zone Traffic Control - Intermediate Certification
  • Three years of experience reading construction plans and specifications
  • Must have outstanding oral and written communications skills such as the ability to write inspection reports, read construction plans and interpret specifications, letter and ordinances.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • DEQ - Erosion & Sediment Control Inspector Certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.
  • DEQ - Stormwater Management Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.
  • DEQ - DUAL Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.
  • VDOT Work Zone Traffic Control - Intermediate Certification - within 6 months.

PHYSICAL REQUIREMENTS:
All duties are performed with or without reasonable accommodation.
  • Must be able to physically negotiate rough terrain in a typical construction site. Ability to produce handwritten and typed documents.
  • Ability to hear normally in order to recognize backup alarms of the construction equipment.
  • Ability to lift up to 50 pounds.
  • Able to safely climb construction ladders up to 15 feet or more per floor.

The appointee of this position is required to complete a criminal background check and driving record check to the satisfaction of the employer.
