Job Announcement

Works in a team environment to perform a variety of professional financial and accounting functions in support of the Stormwater Management business area. Assists in preparation of annual Operating and Capital budgets and appropriate justifications. Monitors Stormwater Management's Operating and Capital expenditures. Performs review, analysis and evaluation of various financial, budget, purchasing and reconciliation procedures. Reviews and processes documents related to accounts payable, accounts receivable, financial contracts, encumbrances, and change orders. Supervises and trains personnel assigned to financial duties within Stormwater Management. Complies with the agency's safety program and guidelines.

Be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis for in house support.

Illustrative Duties

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Prepares or assist development of the agency budget and monitors budget status.


Required Knowledge Skills and Abilities

  • Knowledge of generally accepted accounting principles;
  • Ability to prepare, interpret and analyze financial reports and statements;
  • Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.


Employment Standards

MINIMUM QUALIFICATIONS

Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:
The preferred candidates possesses the following:
  • Degree in public administration, finance, government, business administration or a related field.
  • Experience in financial audits and reporting.
  • Experience within local or state government.
  • Considerable knowledge of governmental budgeting, to include expenditure analysis and forecasting, accounting, procurement, and managing multiple funding streams.
  • Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
  • Experience with Pivot tables, Microsoft Office Suite applications, including high-level proficiency with Microsoft Excel to analyze and manipulate data.
  • Experience with SAP (or Oracle or similar Enterprise Resource Management System).

PHYSICAL REQUIREMENTS:

Duties performed with or without reasonable accommodation. Job is generally sedentary in nature however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Ability to communicate with the public. Ability to lift up to 25 pounds. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness.

CERTIFICATES AND LICENSES REQUIRED:

A valid driver's license.

Is required to complete a criminal background check, credit check and a driving record check to the satisfaction of the employer. Note: Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

Note: This position is considered mission essential. During unscheduled leave or administrative leave declarations by the County Executive, emergency service personnel are required to report for work.
