Job Announcement

Serves as an integral part of the fiscal team supporting the Department of Family Services. Works closely with Payments Team Manager for client-specific expenditures and Title IV-E Quality Assurance Manager, as well as other local, federal, and state staff, to ensure compliance with Title IV-E regulations to ensure account payables activities for foster care children eligible for Title IV-E funding are accurate and follow all federal, state and local regulations. Will serve as primary fiscal contact for all Virginia Department of Social Services (VDSS) and federal audits of Title IV-E accounts payable activity. Reconciles monthly postings and makes necessary journal entries. Ensures compliance with county, state, and federal policies, regulations, grant and audit requirements. Successfully resolves problems in a team-based environment and balances multiple priorities and tasks to meet established deadlines. Duties are performed with limited supervision.

Illustrative Duties

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts.


Required Knowledge Skills and Abilities

  • Knowledge of generally accepted accounting principles;
  • Ability to prepare, interpret and analyze financial reports and statements;
  • Ability to develop and apply procurement, and payment procedures in accordance with established county policies.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:

PREFERRED QUALIFICATIONS:
  • Requires strong analytical, computer, oral and written communication skills who can take initiative and work independently, as well as significant expertise in the area of governmental budgeting or accounting, financial management, program support, and policy analysis.
  • Degree and/or experience in economics, public administration, public finance, or accounting plus 5 years of work experience in public sector financial operations.
  • Knowledge of and experience in: social services program analysis and financial management; managing multiple funding streams; and monitoring and projecting revenues and expenditures.
  • Experience in financial audits and reporting.
  • Considerable experience using Microsoft Office Suite computer software, particularly Excel; and governmental accounting and financial systems.
  • Basic knowledge of Title IVE of the Adoption and Safe Families Act (ASFA, Public Law 105-89).
  • Basic knowledge of foster care practices as they relate to accounts payable activity for foster children.

PHYSICAL REQUIREMENTS:
Ability to lift up to 10 pounds. Ability to communicate clearly and concisely both orally and in writing. Ability to use keyboard driven equipment to include inputting and retrieving information. All duties performed with or without reasonable accommodations.
