Job Announcement

Under the supervision of the Financial Reporting Manager performs highly complex accounting tasks and reconciliations. Supervises the invoice processing section, ensures timely recording of payment documents including wire transfers. Reviews and authorizes non-local travel reimbursements and high dollar invoice. Analyzes document balances and prepares correcting journal entries. Ensures compliance with policies and procedures related to Accounts Payable and recommends changes as needed. Reviews existing procedures and updates them to reflect changes in work. Performs supervisory functions over assigned professional and paraprofessional staff. Coordinates document preparation in support of internal and external audit requests. Receives and responds to vendor questions. Performs data analysis on processing volumes, accuracy and timeliness of payments through the county's financial system; researches and resolves problems and discrepancies. Liaises with county departments to obtain documentation and communicate accounts payable process, expectations and standards.

NOTE: Salary will not exceed the midpoint of the advertised salary range.

Illustrative Duties

  • Performs highly technical analyses of county financial operations;
  • Participates in development and implementation of county-wide policies and procedures pertaining to accounting and financial reporting;
  • Serves as a consultant to departments on accounting and financial reporting matters;
  • Provides assistance to outside auditors by preparing work papers and financial reports as required.


Required Knowledge Skills and Abilities

  • Knowledge of Generally Accepted Accounting Principles (GAAP);
  • Knowledge of automated accounting systems;
  • Ability to prepare and interpret financial reports and statements;
  • Ability to develop and apply accounting procedures;
  • Ability to plan and supervise the work of subordinates;


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 18 credit hours of intermediate level accounting or higher; plus two years of professional accounting experience, including one year of experience working with automated accounting systems. CPA certification, or a master's degree in an appropriate field, may be substituted for one year of required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Strong knowledge of Accounts Payable, ability to apply accounting policies and analyze transactions.
  • Proficient on Enterprise Resource Planning (ERP) systems, in particular SAP.
  • Experience reviewing transactions initiated by others in a detail-oriented fashion.
  • Excellent verbal and written communication skills.
  • Ability to prioritize several activities in progress at one time.
  • Innovative individual motivated by continual change and superior customer service skills.
  • Ability to work effectively with minimal supervision, prioritize multiple tasks, and work in a fast-paced, high volume environment.
  • Acceptance of responsibility and taking initiative to ensure accomplishment of the core missions.
  • Proficient in Microsoft Office Suite applications including Excel, Word, and Outlook.
  • Demonstrated experience processing and analyzing complex financial transactions.
  • Ability to reconcile general ledger accounts to ensure prompt and timely payment of all vendor obligations.

PHYSICAL REQUIREMENTS:
Primarily sedentary. However, employee may be required to do some walking, standing, bending and lifting boxes of printouts/reports/ checks weighing up to 25 pounds. Duties can be performed with or without reasonable accommodations.
