The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County's air, water, and land in a sustainable way while fostering smart growth, a thriving economy, and healthy communities. 

DEP is seeking an experienced individual to serve as a full-time Assistant Operations Manager (Program Manager I) in the Department of Environmental Protection, Recycling and Resource Management Division, Resource Conversion Section. This position entails supervisory work.  The primary purpose and responsibility of this position are to assist in managing all aspects of the Transfer Station and Recycling Center Scale Houses, and the overall Transfer Station, including to implement all contractual, regulatory compliance, facility operations and maintenance, and professional and public communications-related services.

Responsibilities include but are not limited to:

• Oversee Scale House Supervisors.

• Maintain SOPs for Scale House staff duties.

• Manage revenue at the Transfer Station. 

• Assist in managing operations and maintenance at the Transfer Station and the Recycling Center Scale Houses.

• Assist in managing the overall operations and maintenance of the Transfer Station, including oversight of the Transfer Station’s contractors.

• Assist with health and safety compliance.

• Assist with public communication between various local and County organizations.

The employee normally works in an office setting.  However, the Program Manager visits work sites to inspect project status and resolve problems.  During site visits, there may be exposure to hazardous materials that require the use of safety gear.  This position also involves occasional standing for long periods, walking over rough and uneven terrain, stooping, bending, reaching and occasional climbing at work sites.  

This position REQUIRES POSSESSION OF A VALID DRIVER'S LICENSE and the ability to drive a County vehicle to inspect work sites, monitor and evaluate progress, and to perform work and attend meetings at locations outside the office.  

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

The individual selected for this position will be considered an "Essential Employee."  Essential employees must report to work during a period of general emergency or liberal leave.

MINIMUM QUALIFICATIONS:

Education: Considerable (three (3) years) experience in operations, maintenance, or program management related to the solid waste field, municipal solid waste scale systems, transfer stations or recycling centers. 

Education: Graduation from an accredited college or university with a Bachelor's Degree. 

Equivalency:  An Equivalent combination of education and experience may be substituted

Driver's License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
