Summary

This position of Deputy Chief Financial Officer (Deputy CFO) is located in the Office of the Chief Financial Officer (OCFO), Office of Justice Programs (OJP), Department of Justice (DOJ). The Deputy CFO also serves as the OJP Budget Officer and is responsible for the strategic vision and planning, as well as day-to-day management and oversight, of OJP's budget formulation and execution, appropriations liaison, and strategic planning and programmatic performance functions.

Responsibilities

The Deputy CFO provides executive direction and leadership over assigned programs, assists in the direction of OCFO program operations, and advises/assists the Chief Financial Officer with activities and initiatives associated with the development, implementation, maintenance, and revision of OCFO operations and business processes, internal controls, policies and procedures, financial management, and related administrative operations.

Serves as the technical advisor to the Chief Financial Officer (CFO), OJP leadership and staff, and DOJ and OMB officials at multiple levels concerning OJP budget/financial matters, appropriations, planning and performance issues, policies and procedures, unusual operating problems, and the need for changes to ensure essential program activities. Participates with the CFO and OJP senior management in the planning, management, implementation, and evaluation of highly complex projects, programs, and initiatives; including strategic positioning for complex appropriations situations such as continuing resolutions and budget sequestrations. Provides OJP-wide technical guidance on financial and programmatic impact of pending and enacted legislation relating to OJP's programs, appropriations, and financial matters.

Oversees and manages OJP's budget operations, including both budget formulation and execution of agency programs. Develops and directs the budget operation for OJP, an organization with multiple major subordinate components, each with diverse, multi- year, substantive programs. Participates as OJP's principal official in developing and updating the five-year strategic plan, and recommends policies that impact on substantive agency programs and/or national priorities. Develops policies and procedures that support the externally mandated Congressional budget process.

Serves as OJP's top authority on budget formulation and execution matters, directing OJP budget formulation and execution for several complex, substantive programs. Directs the development of necessary budgetary controls to ensure compliance with budgetary and financial rules and regulations; and approves, from a budget standpoint, expenditures for individual items of grants, contractual services, travel, printing, supplies, and the entire array of objects of expenditures.

Provides guidance on strategic planning to ensure that OJP budget plans are integrated effectively with the Attorney General's strategic plans and that the Government Performance Results Act (GPRA) measures are appropriate and responsive to Congressional mandates.

Oversees and facilitates development of OJP's strategic plan and the development and management of OJP's programmatic performance measurement program, including analysis of existing measures, development of new measures, analysis of programmatic performance data, and internal and external reporting on OJP's performance.

Provides advice and coordination of OJP requirements relating to an automated Department-wide financial system and grants management system, including technical assistance in the areas of budgetary/financial management, grants financial management, contracting, and reporting.

Works closely with the House and Senate staff in defending budget requests, developing appropriations and report language for Committee appropriation actions, and facilitating Congressional under understanding of OJP's missions and programs.

Leads OJP's preparation for the public presentation of OJP's budget requests, including assisting the Department of Justice with preparation for the Attorney General's presentation to the media and the public of the annual President's Budget request and other budget requests as applicable (for example, supplemental and emergency budget requests) and presenting and defending OJP's portion of the President's Budget request to Congressional appropriations staff.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

- Directing the work of an organizational unit;
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
- Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

Failure to meet the basic qualification requirements and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS:

You will be evaluated on the following Mandatory Technical Qualifications (MTQs): Your responses to the MTQs should be addressed separately, not to exceed two pages per MTQ.

MTQ 1: Significant budget, federal or state appropriations, strategic planning and programmatic performance experience in a large, complex governmental organization.

MTQ 2: Demonstrated ability and experience to lead a sound budget and appropriations liaison program, including but not limited to: planning budget programs, evaluating budgetary operations, providing budgetary oversight; developing and implementing a strategic communications plan; leading communications and providing legislative liaison services for Congressional appropriators; and working with financial management systems.

MTQ 3: Demonstrated ability and experience in presenting budget and financial information to large and small audiences.

MTQ 4: Demonstrated ability and experience with financial operations/business processes, internal controls, and policies and procedures.
