Responsibilities

Classification Specialist analyzes and evaluates the complete range of positions in the Federal Bureau of Prisons especially those presenting very complex and difficult problems. Utilities comprehensive knowledge of position classification standards and guides, judgment, and sound position classification principles to evaluate and resolve unusually complicated problems having no precedent. Determine proper title, series, and grade for Central Office and field positions in accordance with the Delegation of Authority on Personnel Management. Conducts desk audits, when necessary, and interviews supervisors to supplement information contained in position descriptions. Discuss classification results with managers. Evaluate positions appealed by incumbents and processes the actions in accordance with the applicable DOJ Order. Reviews, interprets, applies, and makes recommendations on OPM draft classification standards for potential impact, implements final classification standards for BOP positions.

The specialists provide advisory opinions to field and regional employee service offices on position classification and pay administration issues. The incumbent functions as a Bureau expert in interpreting position classification standards and to resolve some of the most difficult issues faced by the Bureau in this program area.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-09: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position.

OR

Experience:

GS-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-09:
  • Experience in conducting desk audits and appropriately classifying positions.
  • Experience providing guidance and assistance with pay setting and premium pay.
  • Experience in preparing letters and memorandums, and drafting responses to general Human Resource issues for supervisors review and approval.

GS-11:
  • Experience applying classification standards and position management practices, and pay laws and regulations.
  • Experience in providing training and guidance to staff on basic classification principles.
  • Experience preparing evaluation statements for a variety of unique and complex positions.

OR

Combination of Education and Experience:

GS-09 and GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $91,740 per annum ($43.96 per hour).

NOTE: Salary range for GS-09 grade level include both LEO and non-LEO salaries. LEO salaries apply to current LEO employees.

Special Conditions of Employment Section:
