Summary

This position has a majority of work assignments that are located between the Library's Capitol Hill Campus or the Library's Taylor Street Annex.

The selected applicants will be assigned to one of the various sections within the Software Engineering or Platform Services Divisions both of which are within the IT Design and Development Directorate of the Office of the Chief Information Officer.

Responsibilities

Responsible for the daily monitoring, operation, and maintenance for a select group of NLS Information technology systems. Takes proactive steps to ensure the continued reliable and secure operation of these systems. Performs typical administration tasks such as maintenance, Installation, or upgrades. These typically involve determination of installation/upgrade schedule, examination of release notes, configuration, scripting, programming and the physical handling of computer hardware.

Determines and develops techniques and systems to collect relevant statistics and metrics in order to determine operational effectiveness. Resolves hardware/software interface and interoperability problems between systems. Monitor appropriate Library of Congress computer security directives and ensure systems remain compliant. Reviews and advises on proposed policy, regulations, and procedural changes to determine their impact on the area of responsibility.

Alone or in a team plans and implements the installation and implementation of select group of new NLS systems or services (for example, an upgrade to a new operating system or the adoption of a new workstation operating system version). Involves the expert evaluation of the requirements, analyzes alternatives, and recommends technical solutions relating to the complete life cycle for information systems and information systems components. Manages special NLS information technology related projects that have a significant impact on the delivery of automation support services.

Leads efforts to define post-implementation support requirements. Develops service level agreements (SLAs) that define requirements and expectations for the delivery of automation support services to NLS as well as between NLS and other LOO service organizations. Develops and implements performance criteria to ensure t requirements are achieved and timely.

May act alone or lead a team in responding to automation service problems resulting from catastrophic events, such as virus infections or power outages. Consults with experts in other specialty areas to develop integrated action plans. Occasionally issues technical bulletins to inform patrons and other NLS staff of problems, upgrades, or disruptions and to advise them in taking necessary actions.

Develops and updates policies and procedures to ensure appropriate responses to future incidents of a similar nature. Plans and coordinates actions with interagency Infrastructure protection groups to ensure an integrated response to problems of a potentially extensive nature.

Skilled in and has experience with Microsoft and UNIX based operating systems, networking and It system security concepts. Works closely with and keeps NLS Automation Officer informed regarding these systems.

Generates status reports as necessary. Able to identify when appropriate outside specialists are needed to perform work on these systems and direct and coordinate their work.

Provides expert technical advice for the implementation, maintenance, enhancement, and coordination of NLS online systems and web sites. Works with the NLS webmaster to coordinate the planning, design, development, testing, and implementation of NLS Web sites that are technical in nature. Defines procedures for providing post-implementation support. Ensures NLS site compliance with provisions of the Americans with Disabilities Act. Assists webmaster with the acquisition and analysis of Web site statistics. Directs ongoing maintenance and enhancement efforts for technically driven web sites. Recommends priority areas for Improvement in NLS web based systems and develops new Web based tools in support of the NLS mission.

Serves as the central point of contact for questions about a major information system Involved In the production or distribution of digital talking books, such as the Interactive web sites that support the production of NLS digital talking books. Responsible for the daily monitoring, operation, and maintenance of these systems. Takes proactive steps to ensure the continued reliable, cost effective, and secure operation of these systems. Monitors appropriate LOC computer security directives and ensures systems remain compliant with those directives. Keeps abreast of changes in mission requirements through interaction with management and NLS Automation Officer. Initiates service modifications to meet changing requirements. Reviews and advises on proposed policy, regulations, and procedural changes to determine their impact on the area of responsibility.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to develop software applications.**

Knowledge of computer languages, programming paradigms, utilities, platforms, and development tool kits.**

Ability to write technical documents.

Ability to plan, organize, and execute work.

Ability to provide consultation and liaison services in order to deliver customer support.

Knowledge of current trends and best practices in digital information management, retrieval, and delivery.

Ability to communicate effectively other than in writing.

The incumbent of this position will work a flexitime, compflex or maxiflex time work schedule.

This is a non-supervisory, bargaining unit position.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
