  • Serve as Security Specialist for the CCDC C5ISR Center.
  • At the DE-02, position is developmental in nature; on-the-job training will prepare incumbent for growth to the higher level.
  • At the full performance DE-03 level, incumbent will participate in various security functions throughout the Center.
  • Incumbent will be exposed to various security sub-disciplines to include but not limited to physical, personnel, communications, information, operational, industrial, etc.

Conditions of Employment

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance Sensitive Compartmented Information (SCI) for the duration of employment.
  • This position is a Testing Designated Position (TDP) subject to the applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience: Three years progressively responsible experience, 1 year equivalent to at least the GS-04 grade, which includes 1) Analyzing problems to identify significant factors, gathering pertinent data, recognizing solutions; 2) Planning and organizing work; and 3) Communicating effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position of DE-01/GS-04.


Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university


Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.


Some federal jobs allow you to substitute your education for the required experience in order to qualify. At the DE-03/GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Specialized experience is defined as work that involves 1) assisting in security program administration activities (such as access control, classification determinations, management of safes and facilities protection, inspection of collateral spaces and/or SCIFS, etc).; 2) analyzing security-related data; and 3) participation as a collaborative member of a team or working group in a security-related program or project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DE-02/GS-11).

  • The modified term appointment is based on the term appointment authority that exists in the Civil Service system, but extends the time period to five years (rather than four) with an additional one-year approved extension. The one-year extension must be approved by an RDE Director. Employees hired under the modified term appointment are in a non-permanent status but MAY be eligible for conversion to a career-conditional (permanent) appointment. To be converted, the employee must have been initially selected under competitive procedures with the job announcement specifically stating that individual(s) selected for the term position may be eligible for conversion to a career-conditional appointment at a later date; be selected under merit promotion procedures for the permanent position; have served two years of continuous service in the term position and be performing at an acceptable level.   • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Security Specialist, DE-0080-02, incorporates GS-05 step 1 thru GS-11 step 10 grade and salary levels. The full-performance level of this position is DE-03 which incorporates GS-12 step 1 thru GS-13 step 10 grade and salary levels.
