Responsibilities

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Environmental Compliance Division (ECD), located in Sterling VA.

The incumbent serves as a Program Analyst to the Division Chief for the Environmental Compliance Division. The Environmental Compliance Division is responsible for ensuring that the highest level of safety, performance, and environmental standards are followed in all offshore energy activities. Responsibilities for monitoring, improving and enforcing industry's compliance with environmental standards during offshore operations

At the full performance level GS-13the major duties of this position include, but are not limited to the following:

  • Coordinates budget requests among organizational units, defines, compiles, organizes and verifies data included in requests; prepares consolidated ECD budget requests and justifications and submits to appropriate decision makers. Independently performs analyses required to identify and formulate new budget initiatives and forecast requirements for future program activities. Prepares detailed financial, staffing and procurement plans for budget execution identifies need items that are unfunded in current financial plan.
  • Advise a team to provide analyses of environmental issues to senior management. These analyses can span all aspects of BSEE's responsibilities and operations relating to safety and enforcement on the OCS.
  • Monitors obligations and budget funds for ECD with the assistance of BSEE Office of Budget personnel. Maintains open communication with Budget staff, responds to requests for reports, fiscal preparations, and helps resolve discrepancies in ECD working budget.
  • Analyze major environmental policy issues. In this role, the incumbent may also help identify data used in the development and recommendations of policy and program options and initiatives tor consideration by BSEE.
  • Prepare directives and policy documents relating to regulations related to both programs. Provide input and develop appropriate policy and guidance on industry compliance with offshore oil and gas regulations. Provide data analysis for regulatory development.
  • Manages property inventory for the ECD.
  • Initiates, coordinates, reviews, and maintains paperwork to assure property accountability records are current.
  • Reviews relevant safety and offshore industry regulations and standards as it pertains to performance metrics and participate in meetings on compliance issues related to offshore oil and gas exploration and development. Information from the meetings will be transmitted back to the staff and management.
  • Serve as an Agency liaison to other agencies on technical committees, task forces, workgroups and at other meetings where civil penalties, data analysis and compliance expertise may be required.
  • Provide input on policy correspondence, directives, proposed legislation and regulations, reports, decision documents, budgetary proposals, etc., to assist in determining impacts on the Department's and Bureau's programs and policies.
  • Performs other related analytical work as assigned.

  • Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

    BSEE determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

    Salary Information

    GS-13: $99,172 - $ 128,920. First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy may be used to fill additional positions as vacancies become available.

    Minimum Qualification Requirements:

    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience; (1) undertaking management analyses or program evaluations to determine extent of compliance within a particular program area; or to measure and/or evaluate program achievements and effectiveness;(2)independently conducting research, analyzing data, and creating reports and/or written documents that serve as a basis for guidance; and (3) serving as a key advisor on program management issues, corporate strategic planning, operations, organizational effectiveness, policies, and on matters affecting an organization's effectiveness?
