Responsibilities

  • Performs a wide variety of complex analytical and evaluative duties for the Financial Management of an Installation, the tenants, and projects.
  • Performs operational Financial Management support, oversight, and accountability of higher Headquarters in the formulation, justification, execution, and presentation, of budgets relating to both Civil Works and Military missions.
  • Reviews, interprets, and implements United States Army Corps of Engineers (USACE) nationwide/ worldwide budgetary functions for revolving fund, civil works, military and reimbursable activities within those functions.
  • Generates and analyzes various execution data reports through demonstrated experience and knowledge of the financial accounting systems.
  • Provides advice, recommends, develops, and coordinates new or revised budgetary policy, procedural guidance with Headquarters and Field Operating Activity program officials and managers.
  • Briefs Commander/Directors and Program Managers on new or revised budget programs and their impact.
  • Develops proposed appropriations language in support of new or revised program and budgetary requirements.
  • Reviews, analyzes, and evaluates command-wide budgetary operating systems for effectiveness and/or improvements.
  • Represents Headquarters USACE in meetings for the purpose of obtaining and exchanging information regarding new/revised budgetary programs and requirements.
  • Reviews budget estimates submitted by managers of assigned programs for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
  • Analyzes, edits and recommends necessary budgetary changes and revisions.
  • Reviews, analyzes and interprets legislation.
  • Drafts analyses which examine the impact and significance of new or revised legislation, policies, procedures and program requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: interpreting, reviewing and implementing directives, regulations and policies to manage and advise on organization civil, military, revolving fund and reimbursable budgetary functions nationwide and worldwide; performing assignments in the areas of budget formulation, execution, justification, analysis and reporting; compiling factual quantitative data on funding; maintaining databases, budget systems, and tracking the budget activities; and providing budget estimates and justifications of current and historical financial data to support and defend organization's budgetary requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
