Summary

As a Operations Research Analyst, you will perform complex studies involving the formulation and implementation of policies that streamline operations, improve efficiency, and capture Government savings in the main management functions.

Responsibilities

As an Operations Research Analyst, your duties will include:

• Responsible for identifying the need for fruitful areas of analysis, formulating proposals for original studies, and justifying and presenting such proposals to appropriate decision makers within the organization.
• Performs quantitative, cost/economic analyses and operations research studies requiring the innovative application of such techniques as mathematical modeling, statistical analysis, linear and nonlinear programming, simulation, decision theory and probability theory in a new or creative approach.
• Prepares study plans that define complex study efforts by providing the background, description, approach, project milestones, resource requirements, and expected business improvements for each major study.
• Prepares written and oral reports or presentations regarding study findings, conclusions, and recommendations for site or headquarters leadership.

The GS-14 salary range starts at $117, 191 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as experience that shows the ability to conduct, organize, lead, direct, and coordinate quantitative and qualitative studies and analyses that are highly technical in nature and address key policies and programs; and support a wide range of acquisition functions. Work involves designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques; ability to analyze mathematical/statistical results and prepare and write reports based on the findings; ability to plan and conduct studies relating to strategic portfolio and financial management issues and activities within a major IT acquisition organization; knowledge of systems analysis design methodologies for automation and database management applications.

Education

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

Knowledge of research techniques to conduct and lead professional and highly technical work involved in the performance of operations research studies in support of related acquisition process area(s), portfolio management, and supply chains.

Skilled in operations research and economic analysis as they apply to acquisitions and operations.

Ability to analyze and use advanced techniques and the modification and extension of theories, precepts and practices of operations research and related sciences and disciplines.

Skill in written and oral communications including presentation techniques in order to present study findings and recommendations to high level organization and field site management officials.

• Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
• We will verify your answers to the questions in your resume. If your resume doesn't support your answers, we may lower your score, which could place you in a lower category.
• Within each category, veterans will receive selection priority over non-veterans.
