Summary

The Budget Division seeks a self-motivated, professional management analyst to perform a variety of duties in support of its work with the Budget Committee of the Judicial Conference of the United States (Budget Committee) and the Administrative Office of the U.S. Courts Budget and Finance Advisory Council (BFAC).

Responsibilities

The Budget Division prepares the judiciary's annual budget request to Congress, oversees the execution of the judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on judiciary budgetary issues. The work of this position includes conducting logistical preparation for meetings, conducting research; providing analysis; and writing agenda items, committee reports, and policies.

The incumbent must have the ability to write clearly and succinctly; the ability to plan, organize, and work effectively under pressure and time constraints; the ability to identify and resolve problems; and the ability to communicate effectively.

Duties of the position will include:
  • Providing professional staff support to the Budget Committee and to the Budget and Finance Advisory Council (BFAC), including researching and writing draft agendas, agenda items, committee reports, and meeting summaries, as well as tracking issues and action items related to the Budget Committee and the BFAC.
  • Conducting research related to Judicial Conference policies and the work of the Administrative Office.
  • Reviewing draft agenda items and committee reports from other Judicial Conference committees and coordinating the Budget Division's response with other Judicial Conference committee staffers.
  • Composing and reviewing memos, letters, emails, and other correspondence to judges, unit executives, and other court representatives.
  • Coordinating all aspects of the planning and execution of Budget Committee and Budget and Finance Advisory Council meetings and new member orientations including lodging, security, meals, material preparation, printing and distribution.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated in at least THREE of the following:
  • Experience supporting the development and analysis of public policy impacting the operation and administration of federal, state, and/or local government agencies.
  • Preparing and composing documents and other written materials, such as correspondence, policy documents, minutes, or reports.
  • Drafting and or/reviewing correspondence and other written materials for completeness, accuracy, and grammatical correctness.
  • Experience performing financial and program analyses, including projecting costs and conducting multi- year trend analysis.
  • Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week.
