Responsibilities

  • Interprets policy and is responsible for disseminating information to all regional employees.
  • Resolves, advises and assists on issues that are sensitive, serious, complex and controversial on a regional level.
  • Provides advice and assistance to management on employee grievances and discipline which requires analysis of facts developed from a variety of sources to explore all factors that will contribute to appropriate resolution.
  • Provides management with recommendations based upon research conducted, an analysis of appropriate factors, and corrective measures which would be best contribute to the effectiveness and productivity of individual employees and the organization as a whole.
  • Works with the Solicitor's Office serving as "Agency technical Representative" in legal matters before the Merit System Protection Board, Office of Hearing and Appeals, Equal Opportunity Commission, Office of Special Council, Federal Labor Relations Authority and Federal Mediation Service and Arbitrations, as well as representing the agency at unemployment hearings for National Capital Region.
  • Responsible for drafting Agency responses, interrogatories, production of documents, and decision letters.
  • Interprets policy and is responsible for disseminating information to all Regional employees relative to new program or changes in Employee and Labor Relations area.
  • Advices on employee rights and the proper procedures to follow when dealing with a performance, conduct or attendance issue.
  • Performs fact-finding reviews to determine the validity of complaints and grievances.
  • Reviews new management policies and procedures to determine impact on labor management agreements and provisions to assure labor management statues are observed.
  • Performs other duties to include: coordinating and monitoring regional Reduction in Force actions; preparing replies to grievances under Departmental grievances procedures; assist in the development of management positions in appeal procedures, either through the arbitration process or through other governmental bodies.
  • Conducting administrative fact finding investigations.
  • Negotiating/bargaining with Labor Unions as a management representative.
Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You may be required to travel overnight away from home up to [5] nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • This is not a drug tested position; however, all Federal government employees are subject to reasonable suspicious testing as appropriate.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Overtime will be required.
  • There is no government housing.


Qualifications

Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for the GS-11 you must meet one of the following by the closing date of this announcement:

Possess at least one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is providing the full range of human resource duties in at least two of the following areas : providing expert advice investigating grievances, unfair labor practices charges, and union complaints on routine matters; providing employee relations advice and guidance to management officials; provides counseling, referral and follow-up services for individual cases, performance management, etc, or other experience related to this position are in an independent matter with minimal supervision. The work at this level should have included providing management advisory services to supervisors and managers in the functional areas assigned. OR possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR possess an equivalent combination of education and experience.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take . Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

To qualify for the GS-12 you must meet one of the following by the closing date of this announcement:

Specialized experience is providing a broad range of advisory services in the areas of provides counseling, referral and follow-up services for individual cases, performance management, etc, or other experience related to this position are in an independent matter with minimal supervision. The work at this level should have included providing management advisory services to supervisors and managers in the functional areas assigned.

Credit will be given for all appropriate qualifying experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-12 grade level of this announcement.

Physical Demands: The work is sedentary. Some work may require periods of standing, carrying of files or pamphets and supplies. Incumbent may be required to travel to different parks/offices to provide human resources services as needed.

Working Conditions: Work is performed in an office setting that is adequately lighted, heated and ventilated.
