The primary purpose of this position is to serve as MAJCOM expert technical and authority for the ACC/CAF Depot Purchase Equipment Maintenance (DPEM), Sustaining Engineering (SE), Technical Orders (TOs) and Contractor Logistics Support (CLS) programs and as Chief of the Sustainment Branch with responsibility for directing the formulation of maintenance programs

Responsibilities

  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Plans, organizes, and directs the activities of ACC/LGYS Branch ensuring that the Branch complies with legal and regulatory requirements and meets customer?s needs. Develops goals and objectives that integrate organizations and Brach objectives.
  • Represents ACC/LG with a variety of installation and functional area organizations. Establishes, develops and maintains effective working relationships with Headquarters United States AF.
  • Serves as a MAJCOM technical expert/ authority with responsibility for developing requirements for the Planning, Programming, and Budgeting and Execution phase of ACC Depot Maintenance,SE, TO and CLS programs.
  • Serves as ACC voting representative to the Air Force Maintenance Requirements Review Board (MRRB). Fully participates with other MAJCOMs in establishing policy and approving all Air Force programmed aircraft and missile workload requirements
  • Oversees the review, validation, and substantiation of Depot Purchased Equipment Maintenance (DPEM) Sustaining (SE) Technical Order (TO) and Contractor Logistics Support (CLS) peace and wartime requirements and funding

Qualifications

"This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Administrative and Management positions, Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a complex and difficult product support program; and to apply new developments to issues for which previous techniques are frequently inadequate. Example of specialized experience includes mastery of the AF and the Federal budgetary process and thorough familiarity with AF and ACC policies and priorities in order to serve as command expert/technical authority on financial management for planning. Expert knowledge of logistics impact from budget execution in order to defend managed programs FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge and comprehension of the Air Force and the federal budgetary processes; DoD, Air Force and ACC goals, policies and priorities to ensure budget forecast conform to requirements and financial objectives
  • Knowledge of safety and security, regulations, practices, and procedures
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
  • Ability to communicate effectively, both orally and in writing
  • Ability to review and evaluate approved plans involving change in mission assignments, which impact DPEM, SE, CLS, To programs. Ability to comprehensively review and accomplishments, problems and programs at the ALC in meeting implementation associated with DPEM, SE, CLS, and TO portions of the plan and independently documentation for DPEM, SE, CLS, and TO resource requirements for the PPBE cycle
  • Extensive knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) System of the USAF and the role of the Program Objective Memorandum and Budget in that system
  • In-depth knowledge of LG missions and functions and detailed insight into organization relationships within the Directorate and between the Directorate and other ACC, Air Force and DoD agencies. Comprehensive knowledge of Logistics operations, maintenance concepts and functions; general knowledge of aircraft equipment, software, and accessories relative to what is valid for repair in order to determine the feasibility of requirements
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
