Summary

The position reports to the Director, National Gallery of Art (NGA). The incumbent initiates and directs liaison duties for the Gallery and for the Director regarding Congress, the Administration, and special constituency development initiatives.

Responsibilities

As the Congressional Liaison and Special Projects, you will:

Develop and maintain congressional relations with Members of the House and Senate as well as with key personal and committee staffs central to the NGA's successful operation and funding. Initiate and serve as primary liaison for contacts with Congress and the Director and NGA Senior Executives on Federal funding and other legislative issues. Responsible for collaborating with senior Gallery managers to develop and implement strategies for expanding the NGA's reputation and presence in Congress and in key Administration Departments within the Gallery's guidelines, including creation of Gallery events, projects and programs to generate interest from members and/or their constituents. Serve as NGA's contact regarding Congressional hearings in which the Director or other Gallery staff are to testify; works closely with key committee staff in coordinating all aspects of NGA's involvement and writes the Director's testimony in consultation with the NGA Senior Executives . Develop proposals, budget submissions, strategy, and evaluations for NGA's Federal funding and other legislative issues with the respective NGA Senior Executives . Monitors legislation moving through Congress with relevance to NGA and briefs the NGA Senior Executives as to the status of such legislation and its effect on NGA, its operation and funding. Advise the Director and the NGA Senior Executives on issues and priorities that directly impact NGA's Federal funding and on numerous constituency development initiatives. Establish and direct initiatives, developed in coordination with other senior managers and Gallery programs, to reach local, national, and international constituencies to expand NGA's influence as a cultural resource. Evaluate the success of these initiatives and makes necessary recommendations and revisions. Organize and oversees all arrangements for the special constituency development initiatives as they related to Congress. Work closely with the department heads regarding these initiatives to ensure success from their various perspectives, and for their participation. Exercise delegated authority in establishing short- and long-term goals for the Congressional Liaison office staff and ensures effective implementation of the work in order to achieve those goals and objectives.

Qualifications

All applicants must have 1 year of experience. Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

  • Knowledge of Congress as an institution, its working processes, the committee structure and legislative responsibilities, and the role of committee and personal staff.
  • In-depth knowledge of the legislative process in both the United States Senate and the U.S. House of Representatives.
  • Experience working with individual Members of Congress and their staffs who have the greatest impact regarding the Federal museum and/or cultural institution policies and programs.
  • Ability to effectively communicate in writing to prepare complex written presentations, position papers and reports for a wide variety of audiences, including the highest level of management within and outside of the organization. That will effectively communicate the positions and goals of the organization
  • Ability to effectively communicate orally with executive-level officials to gain cooperation and support as appropriate on important organizational programs.
