Summary
This position is located in the Office of Financial Management (OFM) within CMS, in Baltimore (Woodlawn), MD .
As the Deputy Director, OFM, you will, along with the Director, OFM provide executive direction in four core areas: budget formulation, program integrity, accounting, and financial data analysis to support CMS as a beneficiary-centered purchaser.

Qualifications
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Demonstrated ability to synthesize complex financial, budget, or risk management (or similar) issues in an ever changing environment. Demonstrated experience in leading a large financial organization. The applicant must also have demonstrated ability to manage the activities of a large and diverse staff of professional, technical, and administrative personnel. Responsibilities
- Oversee the planning, directing, analyzing, and coordinating of CMS' comprehensive financial management functions.
- Ensure the financial integrity of the Medicare and Medicaid programs.
- Plan and coordinate the operation of the Office to marshal available staff, budgetary, financial, and other resources to accomplish program missions.
- Retain authority for commitment of financial management activities as well as the program integrity activities involving Medicare and Medicaid.
- Undertake highly complex and sensitive assignments involving the development and implementation of operating policies and procedures.
- Advise CMS senior policy makers on new directions in budget formulation, program integrity, accounting, and financial data analysis.
- Responsible for major settlement negotiations with medical providers and suppliers.
- Oversee the financial management of the Healthcare Integrated General Ledger accounting System (HIGLAS) project.
- Responsible for Medicare payment and audit policy development and enforcement.
- Direct the execution of CMS' $4 billion financial operating plan

- The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
