Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 5 position. The minimum pay for this position is $127,914.00. Pay is set based on consideration of the selectee's current salary and other factors. Based on Departmental policy, this position is only eligible for situational tele-work.

The Interior Business Center is a federal shared services provider that operates under a fee-for-service, full cost recovery business model, offering Acquisition, Financial Management and Human Resources systems and services to federal organizations. For more than 30 years, IBC has supported federal agencies by providing business solutions that allow them to focus on their core missions. Currently, we serve over 150 different federal organizations, including the Department of the Interior. To carry out our mission more effectively, we have operations in six geographic locations: Alaska, California, Colorado, District of Columbia, Idaho and Virginia.

IBC's Financial Management Directorate is an OMB-certified federal shared services provider for financial management systems and services, which includes accounting operations support services, core financial systems implementation, and support for Oracle® Federal Financials software. We are also proud to provide quarters management, eTravel services and government charge card support for our federal customers. In addition, we provide indirect cost rate negotiations with nonfederal entities including tribal governments and insular governments.

Directs the management of the Financial Management Line of Business (FMLoB), consisting of financial management systems implementation and operations support, indirect cost rate negotiation services and accounting operations. This includes expanding or reducing program offerings where appropriate to ensure effective and efficient service delivery.

Oversees the financial management, indirect cost negotiation and accounting support functions provided by and for IBC, DOI and other federal agencies. This includes supervising the delivery of quality and efficient accounting, project management, contract oversight, financial management systems and services, and associated

Implements strategic direction for the FMLoB as it relates to the President's Management Agenda, Office of Management and Budget (OMB) M-13-08 and the M3 Playbook.

Formulates, directs and implements financial, risk and strategic performance management for the FMLoB.

Formulates and directs succession planning and competency modeling for the FMLoB.

Responsible for mandatory reporting to OMB and the Department of Treasury.

Participates and represents the FMLoB on various Departmental and client agency governance boards.

Responsible for establishing strategic direction and implementing action plans to meet government-wide initiatives from the OMB and the Department of Treasury, as well as Federal Shared Services initiatives, as they relate to the FMLoB.

Formulates and directs financial management program objectives and coordinates planning, implementation and execution supporting Department-wide programs, standards, policies and guidelines.

Ensures full cost recovery of FMLoB services consistent with federal, departmental and IBC costing and pricing standards.

Formulates, executes and manages the budget for the FMLoB pursuant to federal, departmental and IBC guidelines.

Oversees subordinate supervisors and staff who provide customer support and systems management including analysis, development, financial systems testing, system administration, database administration, production control, and various other operations support activities.

Oversees the management, maintenance, and support of a suite of core financial and ancillary business management systems.

This is a Category 5 position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. Technical Qualifications:

1. Proven experience in and demonstrated knowledge of managing financial management programs.

2. Proven experience in and demonstrated knowledge directing and managing the financial operations of an organization in accordance with the Chief Financial Officers Act of 1990, which includes establishing and maintaining sound financial management systems, agency-wide budgeting procedures and effective internal controls over financial management and operations.

3. Proven experience in and demonstrated knowledge of designing and implementing integrated financial management systems.

4. Proven experience in and demonstrated knowledge of project management principles to successfully on board new customers onto integrated financial management systems.

5. Proven experience administering and participating on executive level Governance Boards.

6. Proven experience in and demonstrated knowledge of OMB Memorandum 13-08 and the M3 Playbook.

7. Proven experience and demonstrated knowledge of working in a full cost recovery fee model.
