Responsibilities

This position is located within the Department of the Interior, National Park Service (NPS), Office of the Deputy Comptroller, Financial Management, Herndon, VA. The incumbent serves as the Bureau Production Support Lead (BPSL) and Core Finance Manager for the Bureau's operation of the Department of Interior (DOI) FBMS, an Enterprise Resource Planning (ERP) system with interfaces to several companion DOI and NPS systems.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
  • Leads the NPS FBMS Core Financials helpdesk responsible for responding to Accounts Payable, Accounts Receivable, Controlling & Project Systems, Funds Management, General Ledger, Sales & Distribution (reimbursable activity), Assets Under Construction (AUC) Property and Labor user helpdesk tickets within NPS.
  • Uses programming techniques, database software, spreadsheet software, and other system software to develop queries and data extracts. Provides support for Excel Macro Tools used by FBMS headquarters and FBMS field users.
  • Reviews and assesses the development of NPS FBMS Core Financials end-user training, user reference materials, and business process documentation. Prepares technical bulletins and other guidance as supplemental resource for end users.
  • Provides expert guidance and advice to enhance system and business process efficiency and effectiveness, and develops and executes projects within applicable areas. Oversees the timely completion of project activities being performed by the Core Financials Team, ensuring team member activities are effectively coordinated and controlled. Reviews work products and deliverables for accuracy and completeness.
  • Oversees the AUC business process for NPS, including policy, reporting tools, guidance, settlement of completed projects, and internal controls testing.
  • Performs all supervisory duties; i.e. performance plans, career development, performance evaluations/appraisals, etc. for two (2) FBMS Core Finance Analysts (GS- 12 /13).
  • Represents the NPS in several NPS-wide and DOI-wide forums, including but not limited to the FBMS Software Advocacy Leadership Team and its various Special Interest Groups (SIG), related to Core Financials

  • The National Park Service has determined that the selectee may be allowed to telework with supervisor approval.

    Salary Information: GS-14: $117,191 - $152,352 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy is also announced as NPS-20-IB-004(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

    Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

    Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

    This is a permanent, full-time, career/career conditional appointment.

    Minimum Qualification Requirements:

    To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

    Specialized Experience: To qualify at the GS-14 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience: 1. Leading or supervising a team of professional finance staff including assigning work based on priorities and employees capabilities; 2. Providing input into business process improvements for an enterprise resource Planning (ERP) software system in all of the following modules/areas: Accounts Payable, General Ledger, Accounts Receivable, Cost/Project Accounting, Funds Management, Business Data Warehouse, and Purchasing/Acquisition; 3. Applying a working knowledge of accounting principles, standards, and practices to identify, analyze, and resolve accounting challenges including application of the US Generally Accepted Accounting Principles (GAAP); 4. Working knowledge or oversight experience of tools such as Visual Basic to create widely used tools for system users to increase efficiencies in business processes.

    A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.     1. Leadership & Supervision -Team leadership skills sufficient to lead and direct a staff, delegate tasks, prioritize assignments and manage large (i.e. 20-50 person) project teams and complex projects.
    2. Financial Management - Analysis of General Ledger account balances and postings. Uses knowledge of Federal Policy and US Generally Accepted Accounting Principles (GAAP) to perform analysis of expense/revenue/balance sheet accounts to detect improper postings or systemic issues. Reconciliation of data within and among various financial management processes.
    3. Technical Knowledge - Knowledge of the standards, architecture and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
    4. Project Management -Knowledge of the principles, methods, or tools for developing, scheduling, coordinating and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
    5. Written Communication - Knowledge of the techniques and principles of written communication in order to prepare clear, concise, and logical written recommendations, project and procedural guides, and developing performance reports.
