The primary purpose of this position is to serve as analyst and advisor to management on the evaluation of the effectiveness of Events Division programs and operations.

Responsibilities

The major duties include, but are not limited to:
  • Analyzes and evaluates program goals, objectives and operations in accordance with current policies, standards and regulations.
  • Identifies key issues or problem areas, evaluate alternatives and makes recommendations to senior official on the impact.
  • Conducts analytical studies and projects related to management improvement, productivity improvement, management controls and long range planning.
  • Reviews and analyzes VHA and EES operating practices and processes as they related to business planning to aid/assist in organizational accomplishments.
  • Advocates and/or negotiates with individuals, and internal and external groups or arrive at a common understanding of issues and solutions to problem areas.
  • Performs a wide variety of tasks in support of the functions, priorities and management of the Associate Director/Deputy/Division Director.
  • Gathers and synthesizes information including briefing materials and other document for
    presentation, policy analysis, and meetings with stakeholders, and high level officials for internal and external discussions and decision making.
  • Reviews and coordinates new administrative and program requirements and directives and carries out ongoing responsibilities necessary to meet all requirements.
  • Reviews information, reconciles conflicting data, and devises new or modified methods to
    analyze findings.
  • Works with Associate Director/Deputy/Division Director to develop recommendations, proposals, and both internal and external reports.
  • Acts as a liaison or handles the communication with persons and/or groups within and outside EES or VA.
  • Develops replies to more complex inquiries based on oral instructions and knowledge of EES and VA.
  • Manages and analyzes data related to the conference functions including data received from various sources and staff.
  • Develops, implements, and maintains various data systems and reports as required by the conference team and events product line.
  • Develops and maintains the work unit record keeping system that includes adherence to all requirements outlined in EES Record Keeping Policy and educational accreditation requirements.
  • Designs and implements computer-based information tracking systems.
  • Prepares written documents including reports, memoranda, meeting agenda and minutes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-9 level qualification requirements
    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of administrative and office support functions to include budget/financial management, human resources, supplies, etc.; experience providing program or administrative support to an office manager or coordinator; experience providing support to other staff in the gathering of basic data, facts, and issues; knowledge of analytical/evaluative methods and techniques; experience assisting others in conducting studies; and experience preparing routine correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the amount required for the next lower grade.
GS-11 level qualification requirements
    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience with a variety of administrative and office support functions to include budget/financial management, human resources, supplies, etc.; experience handling a variety of program and administrative issues; experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; and experience communicating orally with supervisors, staff and/or the public in order to provide routine information. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the amount required for the next lower grade.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
