Summary

You will serve as Director for Business Reform & Director, Chief Management Office, assessing actionable areas for improvement within the business portfolio of Department of the Navy (DON) and rapidly institutionalizing enduring broad-ranging change in business operations of the DON necessary to meet evolving fiscal, productivity and operational challenges. You will also be responsible for choreographing the process that establishes the annual strategic objectives for the Department.

Responsibilities

  • You will lead the Department of the Navy implementation of the business reform process.
  • You will be responsible for business process reengineering, business enterprise architecture, performance management, and other aspects of business reform areas critical to the DON.
  • You will be responsible for oversight and administration of the performance management process with the DON.
  • You will provide management and oversight of the performance management in accordance with the Office of Management and Budget High Priority Goals, Department of Defense Goals, and DON Objectives.
  • You will be responsible for leading key enterprise assessments of areas of high value to the enterprise to find targeted areas of recommendations for improvement for the DON's largest programs and processes.
  • You will also serve as the Director of the Office of the Chief Management Office (OCMO) responsible for the personnel management of the Directorate as well as supervisory of several executive positions.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with Department of Defense (DoD) Directive 1403.03.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • May be required to successfully complete a 2-year SES probationary period.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.

3) Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks.
4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement or resume. The total narrative for the MTQs must not exceed 2 pages.)

1. The incumbent must possess strong organizational management assessment and analytical skills.

2. The incumbent must have a broad understanding of business policies, processes and architecture. The incumbent should have a working knowledge of financial management, personnel management, acquisition, and information systems and processes.

3. The incumbent must have knowledge of past and current business reform initiatives.

4. The incumbent must have demonstrated knowledge of private sector business processes and the ability to reach out to the sector and academia for best practices. The incumbent must also have a working knowledge of continuous process improvement methodology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.
