Program Analyst

An Overview
The Program Analyst performs analytical and evaluative work involved in identifying problems, improvements needed, and monitors the effectiveness of program operations in relation to program goals of the Transportation and Environmental Services (T&ES) Operations Group- essentially the City of Alexandria's Public Works agency. The Program Analyst often serves as an internal performance analyst, evaluator and advisor to management on a wide range of complex operational issues. The incumbent collects information about program operations and formulates recommendations for changes in program policies, procedures, content, methods and/or management. The work is comprised of related steps and methods, such as searching for and identifying sources of information and selecting, compiling, and arranging factual information and data. The Program Analyst searches for and identifies the facts, considers their relevance to the problem at hand, and arranges the facts in a logical and clear manner. An incumbent independently conceptualizes, organizes, and carries out most work assignments under minimal supervision of the Integrated Technology Services Coordinator.

The Opportunity
  • Assesses organization, methods, procedures, and practices;
  • Researches and investigates business and management practices for improvement of program operations;
  • Analyzes and evaluates the effectiveness of program operations using both quantitative and qualitative techniques;
  • Conducts studies of employee/organizational efficiency and productivity and recommending changes for improvement;
  • Develops life cycle cost analyses, cost benefit analyses, and economic evaluations of existing or projected programs;
  • Assesses the distribution of work among positions within the organization, determining appropriate staffing levels and staff skills;
  • Assesses the potential benefits/uses of technology for improvement of program efficiency;
  • Identifies data necessary for the efficient and effective management of programs;
  • Develops data for use in the management and direction of programs;
  • Develops interactive dashboards in measuring service delivery;
  • Develops management and/or program evaluation plans, procedures and methodology;
  • Provides technical support for T&ES operations during emergency response- in particular winter weather response;
  • Performs related work as required.

The Ideal Candidate
To qualify for this position, all candidates must possess a Four-Year College Degree; three years of experience performing statistical analysis, including documented experience in conducting analysis and summarizing findings and conclusions in both verbal and written form; two years of experience in work that involves research, marketing, or planning and developing of programs; considerable knowledge of the principles and practices of statistical analysis; knowledge of marketing techniques; thorough understanding of federal, state and local laws; knowledge of computers, information management systems, and related software such as Microsoft Office; ability to analyze and evaluate programs and to recommend improvements and solutions to problems; ability to plan, organize, and implement programs and to write clear, complete, and logical reports and proposals; ability to establish and maintain effective working relationships with citizens, governmental officials, representatives of private agencies, and community groups; ability to communicate effectively, both orally and in writing; ability to establish and manage a budget; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

To be considered as an ideal candidate, one should possess a Four-Year College Degree or Master's Degree; thorough understanding of principles and practices of public works; knowledge of municipal government programs and services; experience using other analytical software; experience giving presentations and writing analytical reports.
