An Overview
The Community Services Program Coordinator is responsible for working with homeless persons who also have a mental health or co-occurring disorder. Provide outreach and engagement, shelter evaluations, develop, monitor and assess individual treatment plans; crisis intervention; groups, short-term individual counseling/recovery coaching; match consumers to needed services; explore community resources; assess consumer progress; and maintain clear concise consumer records. Responsibilities also include quarterly and annual Projects for Assistance in Transition from Homelessness (PATH) reports to the state, budget maintenance, limited grant writing, as well as regular attendance to a variety of stakeholder meetings.

What You Should Bring
The ideal candidate should have good knowledge of the philosophy and features of a community action agency; good knowledge of current social, psychological, economic, educational and health problems and the provisions for assistance in federal and state legislation; good knowledge of individual and group behavior; good knowledge of the issues of sexual assault and sexual harassment and of the resources and current specialized treatment methods for victims; and some knowledge of literature in the field of human services with emphasis on special populations (e.g., the elderly, the sexually abused, teen-age mothers, child and adult abuse, protective services, disadvantaged youth, and employment issues); good knowledge of programs and requirements for high school students and the workings of the local school system; some knowledge of the special treatment methods used in alcoholism, delinquency, drug addiction, mental illness, and child abuse; ability to apply case work and group philosophy methods and practices; ability to supervise, evaluate, and assist subordinates in the performance of duties; ability to work effectively with private and public agencies and the business community; ability to communicate clearly and effectively, both verbally and in writing.

The Opportunity
  • Provides community outreach services to individuals with serious mental illness and/or co-occurring disorders who are experiencing homelessness;
  • Utilizes crisis intervention, motivational interviewing, counseling and problem-solving techniques to engage and establish rapport with clients;
  • Conducts psychosocial assessments to determine immediate needs, history, strengths and barriers;
  • Monitors PATH funds, writes the state reports and provides budget maintenance;
  • Locates, procures, coordinates and monitors the delivery of necessary services for the consumer and/or their family;
  • Stays abreast of National homeless trends/funding streams by attending conferences on the homeless issues;
  • Advocates for improved homeless services by identifying and voicing the needs of the homeless population to local homeless services and housing committees/agencies/partners;
  • Provides supportive services to clients such as crisis intervention, recovery coaching, group work, counseling, and problem solving;
  • Meets regularly with interdisciplinary teams to aid in identifying necessary services for clients;
  • Develops individual treatment plans and provides case coordination for clients attending to needs such as housing, family relationships, social and meaningful activities, family planning; health care, financial management, education, training and employment;
  • Other related duties as assigned.

About the Department
The Center for Economic Support provides programs and services for Public Benefits, Community Services, and Employment and Training. Our mission is to provide direct services to City of Alexandria residents in need of temporary assistance with food, shelter, employment and State medical assistance as they strive toward self-sufficiency.

Minimum & Additional Requirements

At least three (3) years of experience in administering and/or providing services, outreach, educational advocacy and counseling, information and referral services, or similar community-based services; and completion of college-level courses in social work, psychology, sociology, health education, mental health or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Master's degree in social work, education, employment development, humanities or related field; At least one year providing direct clinical and/or case management/recovery coaching services to ethnically diverse with SMI/co-occurring illnesses (Severe Mental Illness/Substance Abuse or Mental Illness/Intellectual Disabilities.) At least one year working outreach with adult homeless population; familiarity with PATH program, ability to work a flexible schedule, including some evening hours and proficiency in using computers, particularly Microsoft Office Suite and the Homeless Management Information System (HMIS) or an equivalent client database system.

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications.

Schedule: Monday-Friday, 7:30 AM - 4:30 PM. Occasional need to work nights and weekends for special projects/assignments.
