Responsibilities

Serves as the Developer for Financial Systems, within the Information Technology Directorate, Business and Support Services Division (MR), Headquarters Marine Corps. The incumbent designs, codes, and implements high performance, modular applications following a predominately object oriented methodology for but not limited to MCCS Financial Management System (FMS), Enterprise Planning and Budgeting, Enterprise Contract Management System (ECM), Treasury (ICMS), and Construction Management Information System (CMIS). Configures FMS application modules, Workflows and interfaces from various databases and third party files to integrate into and out of the FMS application. Develops Excel based templates to capture budget data. Responsible for performing modifications to existing calculations, hierarchies and business rules. Schedules/runs Essbase calculations and maintains its meta-data.

Designs and implements applications from graphical user interfaces using various technologies. Develops internal software that is line with MCCS security requirements. Maintains and debugs existing source code and application software. Develops unit tests to match software modules (test driven development). Defines technical specifications, and, when necessary, gathers application technical requirements.

Identifies system objectives, functions, and customer requirements. Evaluates hardware and software options for application development both on premise and in the cloud. Prepares technical design documents for new applications or features. Works with the Business Analyst and the Application System Analyst to identify needed application and process modifications.

Performs routine and recurring assignments. Identifies and resolves issues and problems. Prepares and updates technical instructions. Evaluates established methods and procedures and prepares recommendations for improvement.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering or related field appropriate to the work of the position AND four years of progressively technical hands-on experience, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above is preferred.
  • Demonstrated knowledge and experience programming complex applications using Perl (Version 5.8 or better) in a Unix/Linux environment, and Oracle and Essbase multidimensional databases
  • In depth knowledge of Oracle SQL and PL/SQL concepts including: table design, views, and triggers, packages, types, and sequences
  • Full proficiency with the following technologies is a must: Unix Shell scripting with both Korn and Bash. Knowledge of the following technologies would be considered a plus: HTML, CSS, and JavaScript. Experience with Application Server and other middleware are desired.
  • Must possess or obtain Security+ Certification within six months of employment, and thereafter must complete annual Information Assurance training.
  • This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.

Preferred knowledge and experience
  • Experience in Oracle Fusion Financial modules (General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, iReceivables, iPayments, Oracle Project Costing, Oracle Project Billing, and Financials Accounting Hub)
  • Oracle Fusion implementation or major upgrade experience
  • Advanced experience utilizing ERP interfaces and APIs
  • Experience with Oracle EMP (Hyperion Planning) is preferred
  • Knowledge of Construction, Contracting and Treasury applications is preferred
  • Experience in Java Enterprise Development applied to extending Oracle Fusion
  • Competence with Java, MS Visual Basic, and MS Windows
  • Knowledge and experience with Tier One finance and accounting software applications is preferred
  • Must possess an understanding of multi-tiered architecture, client/ server technology, application administration and networks
