Summary

The Census Bureau seeks a highly-motivated and capable expert to serve as the Senior Computer Scientist for EA. He/she advises the Chief Technology Officer; provides strategic and operational expert advisory support to develop, maintain, and leverage the EA and infrastructure to create innovative and cost effective business solutions for the Census Bureau; and creates and establishes secure solution architectures that fully leverage existing IT investments and emerging technology standards.

Responsibilities

In addition to the duties listed in the "Job Summary" section, the Senior Computer Scientist for EA:
  • conducts original research and makes unprecedented developmental contributions to create and evolve the EA function or program
  • maintains state-of-the-art knowledge of computer science and its applications to EA; and consults with scholars and industry leaders within and outside the Federal government, in private research, and in academia
  • researches big data platforms and processing, machine learning, micro-services deployment, cloud computing, large-scale systems integration, and massive data dissemination web services to significantly affect Bureau practices regarding the automation and execution of the full range of Census computing activities to serve both internal and external customers
  • conducts developmental projects to incorporate the application of theoretical and emerging information technology capabilities to the numerous challenges facing the Bureau's EA structure
  • creates or invents original solutions to Bureau problems where satisfactory alternatives do not already exist in current information technology.

Occasional travel - Travel may be required to visit field offices, attend professional conferences and meetings, and represent the Census Bureau to government and non-profit and professional organizations, etc.

Qualifications

Professional and Technical Qualifications (PTQs):

PTQ #1 - Graduate degree in the field of computer science and demonstrated experience in applying such expertise in leading change and improving operations of complex and distributed systems, or equivalent level of education and experience. Demonstrated expertise through systems architecture and engineering relevant to establishing solution architectures that leverage large-scale data management and processing common services, promote an agile and flexible computing infrastructure that can accommodate changes in technology and accommodate organizational changes or business innovations.

PTQ #2 - Recognition as an expert researcher in the application of computer science relevant to effectively translate business needs into enterprise architectural systems requirements for a complex organization that utilizes big data platforms, artificial intelligence and machine learning technologies.

PTQ #3 - Demonstrated record of accomplishment in leading high-performance software engineering teams toward the successful attainment of challenging business-system modernization goals that impact mission critical computing systems focused on large-scale data collection, management and processing.

Education

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
