Responsibilities

  • Procurement of unclassified information technology services for DISA and non-DISA mission partners in the National Capital Region.
  • Assist mission partners with acquisition planning.
  • Collaborate on the preparation of complete acquisition packages.
  • Prepare and issue solicitations.
  • Evaluate proposals and quotes.
  • Prepare and award contracts and orders.
  • Serve as the primary business advisor to mission partners.

Qualifications

Basic Education Standards for positions in the 1102 series:
A. Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees
AND
B. At least 24 semester credit hours in any combination of the following business fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

All applicants must provide a copy of your transcripts. Failure to provide this information will result in disqualification. (The above 24 semester credit hours in business may be within the candidate's bachelor's degree or in addition to the degree).
Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

Specialized Experience:

For the GS-9, you must have at least one year of Specialized Experience equivalent in level of difficulty and responsibility to the GS-7 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience in contracting methods and performing basic price or cost analysis.

For the GS-11, you must have at least one year of Specialized Experience equivalent in level of difficulty and responsibility to the GS-9 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience negotiating, awarding and modifying contracts and developing terms and conditions of contracts.

For the GS-12, you must have at least one year of Specialized Experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience negotiating, awarding and modifying service contracts, administering terms and conditions of contracts and addressing performance issues under the contract.

Candidates must describe how their experience meets the specialized experience requirement within the body of their resume.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

For the GS-9 Position you may substitute Education for Specialized Experience:
You must have completed two full years of progressively higher level graduate education, Master's or equivalent graduate degree. (You MUST submit transcripts to verify your claim).

For the GS-11 Position you may substitute Education for Specialized Experience:
You must have completed at least three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. (You MUST submit transcripts to verify your claim).For the GS-12: There is no substitution for experience at this grade level.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
