Summary
The Freedom of Information Act, Records, and E-Discovery Office (FREDO) of the Civil Division is an innovative team charged with implementing legally and procedurally strategic approaches to FOIA, records, and e-discovery. The Privacy counsel advises Civil Division management, attorneys, information technology staff, and administrative staff on their obligations for compliance with the controlling laws, regulations, and guidance.

Qualifications
Applicants must be a graduate from a full course of study in a School of Law accredited by the American Bar Association and be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
Applicants must possess a J.D. degree, be an active member of the bar (any jurisdiction), and be a U.S. citizen. To qualify for the GS-14: you must have at least three years of post J.D. experience. To qualify for the GS-15: you must have at least four years of post J.D. experience.
Applicants should have excellent writing, negotiation, and interpersonal skills; exhibit good judgment, and have experience in federal privacy law.

All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see www.ed.gov.

Education completed in foreign colleges or universities may be used to meet the above education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Responsibilities
- Provides written and oral counsel, legal reviews, opinions, or decisions on the application of federal privacy law to Civil Division attorneys and administrative staff. Responsibilities include responding to the most complex or novel issues.
- Develops privacy practices, policies and ongoing activities related to the implementation, maintenance, measurement of, and adherence to the Department's privacy program including all policies and procedures covering the privacy of personal information and transparency of DOJ policies concerning personal information.
- Develops, implements, and manages policies and controls to sustain compliance with all applicable privacy laws and guidance.
- Researches and drafts documentation required by federal privacy law, policy, and guidance, regarding the information maintained by the Civil Division.
- Maintains expert knowledge regarding the current status of case law, statutes, regulations, and guidelines related to the legal and technical requirements related to federal privacy protections.
- Develops educational materials and provides training on the application of federal privacy requirements for Civil Division employees.
- Works closely with information technology and records management teams to review privacy and security compliance requirements; evaluates systems, implements policies and procedures, and makes recommendations in support of the Division's litigation and investigation mission.
