Vice President for Project Development & Implementation Planning :

With $25 billion in capital needs and $1.5b in annual dedicated capital funding, WMATA is expanding its capital program and seeking a Vice President for Project Development & Implementation Planning to transform our approach to project delivery to maximize value while minimizing risk and customer impact. Leverage your commercial acumen and project experience to make our capital dollars go farther and faster through comprehensive and coordinated project delivery strategies. As a senior leader of WMATA's Capital Delivery team, you will be at the forefront of project development, determining how projects will be contracted and controlled, including developing innovative contracting structures and strategic access planning (maximizing the value of major track outages through effective bundling of scopes). Build a new team to advance project development and establish the processes for determining the best-value delivery strategy for all capital projects.



Ideal candidate is someone who has the project/construction experience to make good strategic decisions on how to bundle scope and the commercial savvy to develop the contract structures that align the contractors' interests to WMATA's best interest. Our ideal candidate will also be creative and forward-looking, able to see potential in new ideas, anticipate risks and analyze alternatives to maximize value for money.

Minimum Qualifications

Education
  • Bachelor's Degree in Engineering, Construction, Business or related field

Experience
  • Ten (10) or more years of experience in planning, project development and alternatives analysis, including permitting and public engagement processes, project management, engineering and/or construction and Contract Management
  • Commercial strategy and alternative project delivery methods.
  • Experience with operations or capital delivery within operating environment preferred

Certification/Licensure
  • N/A

Preferred
  • Master's Degree in Engineering, Construction, Business or related field

Job Summary

The Vice President Project Development & Implementation Planning is responsible for directing and managing the activities and operations of the Office of Project Development & Implementation (PDIP). The incumbent is responsible for planning, managing and coordinating the development of capital projects. Incumbent is responsible for assisting and providing high level management support to the EVP, Capital Delivery for achieving best practices in planning, design, construction, project and program management, and project delivery methods.

Incumbent ensures that policies, procedures, and standards comply with various legal, safety, and other requirements, particularly FTA project management oversight. Incumbent directs, oversees, and monitors engineering, construction and other capital activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions.

Essential Functions
  • Develops and manages implementation of the Office of Project Development & Implementation Planning, setting short- and long-term goals, objectives, policies and priorities; determines the allocation of resources and organization structure.
  • Develops and manages the processes to develop the implementation strategy for proposed and approved projects, including contracting structure, risk transfer, scheduling and associated cost-benefit analyses. Incumbent exercises high degree of judgment in developing project delivery strategy for each project.
  • Evaluates staffing and organizational development to ensure that the number of personnel are commensurate with the magnitude of workload. Ensures that staff have the technical knowledge or training to successfully accomplish the duties of their positions; and performs coaching/mentoring and training of staff directly. Carries out supervisory responsibilities which include interviewing, hiring, planning, assigning and directing work; appraising performance and addressing complaints and grievances.
  • Manages project development studies to evaluate solutions and develops alternatives to address problem or opportunity identified. Ensures effective coordination of concept designs with other Authority departments, related or adjacent projects and outside interested agencies and jurisdictions.
  • Coordinates external stakeholder engagement with Government Relations (GOVR) and identify and address public/stakeholder concerns. Represents WMATA at community and local jurisdiction meetings as required.
  • Leads the establishment of effective processes to develop cost benefit analysis of potential contracting strategies to determine best value to WMATA, inclusive of all costs and risks. Develop Estimating/Scheduling processes for Order of Magnitude cost, schedule and risk assessments.
  • Leads the process for strategic roadway access planning, including construction planning, to inform outage planning and contracting strategy assessment. Develops contract language for access on projects with significant track access requirements
  • Collaborates with the Office of Capital Programs Support (OCPS) and Procurement (PRMT) for the development of task orders as needed to engage appropriate resources. As needed, manages the production of scopes of work for engineering and project management services for selected alternatives to bridge projects to the next phase of implementation.
