Vice President, Project Implementation & Construction:

Want to have a lasting impact on the Washington DC region and public transit? With $25 billion in capital needs and $1.5b in annual dedicated capital funding, WMATA is expanding its capital program and seeking a Vice President for Project Implementation & Construction to deliver new and rehabilitated assets into operations. As a senior leader of WMATA's Capital Delivery team, you will manage infrastructure projects from design through construction, collaborating extensively with Engineering and Operations to ensure projects meet all safety, quality and operational requirements, while delivering on time and on budget. Build upon your project management and construction experience to scale up Metro's capital program and execute innovative project delivery strategies to maximize value for the Authority.

WMATA uses many different contracting methods from DBB through Progressive Design Build, with projects ranging in size from simple task orders to complex $500m+ design-build projects. The ideal candidate is action-oriented and adaptable, able scale project processes and solutions to adapt to project size, risk and contract methodology. The successful candidate will be able to leverage their significant construction and contract administration experience to resolve problems quickly and effectively.

Minimum Qualifications

  • Bachelor's Degree in Engineering, Construction, Business or related field

  • Ten (10) or more years of experience in project management, engineering and/or construction and Contract Management, including contract administration, change order management & negotiations. Experience with bidding process is desirable

  • N/A

  • Master's Degree in Engineering, Construction, Business or related field
  • Professional Engineering License

Job Summary

The Vice President, Project Implementation and Construction is responsible for directing and managing the activities and operations of the Office of Project Implementation & Construction (PICO). Incumbent is responsible for planning, managing and coordinating the implementation of capital projects. Incumbent is responsible for assisting and providing high level management support to the EVP, Capital Delivery. Provides senior leadership and guidance for achieving best practices in planning, design, construction, project and program management, and project delivery methods. The incumbent ensures that policies, procedures, and standards comply with various legal, safety, and other requirements, particularly FTA project management oversight. Incumbent directs, oversees, and monitors engineering, construction and other capital activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions.

Essential Functions
  • Develops and manages implementation of the Office of Project Implementation & Construction's short- and long-term goals, objectives, policies and priorities and determines the allocation of resources and organization structure.
  • Evaluates staffing and organizational development to ensure that the number of personnel are commensurate with the magnitude of workload. Ensures that staff have the technical knowledge or training for their jobs and performs coaching/mentoring and training of staff directly. Carries out supervisory responsibilities which include interviewing, hiring, planning, assigning and directing work; appraising performance and addressing complaints and grievances.
  • Directs the implementation of capital projects, from detailed design through construction and assures that each project contract is completed in strict compliance with the plans and specifications. Monitors progress, identifying, and resolving problems so that projects are completed on time and within budget.
  • Collaborates with the Procurement Department for the development of bid documents through request for proposals and award.
  • Provides oversight of Procurement Officer determinations, claims and settlement activities associated with construction contracts.
  • Resolves disputes with construction contractors and negotiates major change orders.
  • Ensures effective coordination of preliminary and final design and project activities with other Authority department's related or adjacent projects and with outside interested agencies and jurisdictions.
  • Coordinates external stakeholder engagement with Government Relations (GOVR) to assure all concerns have been satisfied. Represents WMATA at community and local jurisdiction meetings as required.
  • Ensures safe execution of work through managing the development effective, site-specific work plans and inspections, in compliance with WMATA work rules, SAFE approvals (as applicable) and local jurisdictional permitting requirements.
