Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, House Office Buildings, Assistant Superintendent, Facilities Support Division. The AOC is seeking an expert Architect to perform a variety of duties with respect to development of architectural designs and writing detailed specifications for new construction, interior and exterior alterations, restorations, additions and repairs to existing buildings and structures.

Responsibilities

The Architect functions as a project manager directing design teams of interdisciplinary engineering specialists to plan and control the advanced architectural aspects involved in the design and construction of extensive projects of an unusual and/or unique nature; performing duties involving interior environmental design; accomplishing varied and complex project management duties in conjunction with coordinating project teams and making decisions affecting areas of responsibility that are controversial and precedent setting; and serving as a technical specialist and a key source of information on architectural matters.

Other duties include:
  • Independently administers multiple assigned projects some of major size, scope and complexity in accordance with AOC best practices, including meeting with staff to define project scope and requirements, preparation of scope and statement of work, conceptual drawings, initial cost estimates and estimated project duration, then preparing an integrated construction package with multi-discipline drawings, final cost estimates, selecting material and equipment and preparing purchase requisitions and finally overseeing construction, tracking and reporting construction status to upper management, tracking deliveries, coordinating work activities with the general site foreman, preparing as-built drawings and closeout documents
  • Prepares requirements and criteria for complex, high value projects for construction or modification of facilities. Coordinates with and advises Members of Congress, their staffs and other Congressional staff members on interior design factors.
  • Performs contract administration activities for significant, high specialized procurements.
  • Serves as a technical architectural authority for the agency.
  • Reviews and/or directs the review of plans, specifications and analysis of design on project of major size and complexity for accuracy and technical competency.
  • Acts as jurisdictional representative for projects, tasks and studies.
  • Ensures the entire scope of work is performed and all quality requirements are strictly enforced.
  • Performs a variety of pre-award, post-award and post-contract activities.
  • Reviews plans, specifications and cost estimates for technical adequacy. As a COTR, reviews and evaluates shop drawings, progress schedules and conformance to technical documents during the course of construction.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. In addition to the basic education requirements, applicants must meet the following minimum qualifications:

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level or pay band in Federal service or equivalent experience in private or public sector.

Specialized experience is defined as having experience in the following areas:

1) Serving as the technical and business manager of major projects, from the preliminary planning stage through the design and construction phases;

2) Performing project management and monitoring for new construction, renovations, and improvements to facilities;

3) Assessing compliance with construction standards, preparing full construction drawings and specifications, and preparing scope of work documents and statements of work for;

4) Providing technical architectural and historic preservation; and

5) Serving as Contracting Officer's Technical Representative (COTR).

Education

Basic Requirements:

1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished:

(a) a thorough knowledge of the arts and sciences underlying professional architecture, and

(b) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

The adequacy of such background must be demonstrated by related curriculum or experience as defined in the Office of Personnel Management (OPM) General Schedule Qualification Standards.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
