Responsibilities

  • You will serve as the Information Technology (IT) Facilities Engineer within the Cyber Operations Division (COD) for the Naval Research Laboratory and the recapitalization of infrastructure supporting Navy High Performance Computing assets.
  • You will be responsible for the technical management of all physical and procedural elements related to COD facility operations and integrate or otherwise coordinate and maintain existing, new or changing capabilities.
  • You will be responsible for the operation of all environmental systems within COD facilities and spaces, including procurement, implementation, configuration and management of all environmental control assets.
  • You will ensure information systems hardware component support requirements are identified, communicated, implemented, documented and maintained to securely sustain operation of all hosted systems.
  • You will develop, improve and/or maintain physical security methods and procedures and participate in the development, execution and evaluation of systems security and operational assurance preparedness plans and processes.
  • You will remain apprised of new IT developments or emerging technologies and their application or integration into NRL IT environment.
  • You will prepare Statements of Work, obtain vendor quotes, and address administrative matters pertaining to the negotiation of the performance of third party work.
  • You will be dedicated to the principles of confidentiality, integrity, availability, authorization, and accounting for the IT systems within the realm of responsibilities.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 67/671 (Test and Evaluation) within 6 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrated experience in installation, configuration, upgrading and troubleshooting of facility equipment and components including, power distribution, cooling, environmental monitoring and emergency/contingency preparedness; 2) evaluating and accurately estimating equipment requirements such as heat load, electrical load and other environmental factors to ensure acquisition of adequate facility resources; 3) experience in the installation of information systems hardware with a solid understanding of the facility requirements to support a variety of computer hardware. Examples of qualifying experience include most or all of the following duties: (1) Ensuring proper operation of all environmental systems within Cyber Operations Division (COD) facilities and spaces, including procurement, implementation, configuration and management of all environmental control assets consisting of cooling, power, fire suppression, physical security and access control mechanisms; (2) Participating in the development, execution and evaluation of systems security and operational assurances preparedness plans and processes; (3) Developing, improving, or maintaining physical security methods or procedures; (4) Ensuring information systems hardware component support requirements are identified, communicated, implemented, documented and maintained to securely sustain operation of all hosted systems; and (5) Assisting in analyzing the effectiveness of existing IT support systems and making recommendations for improvement to management personnel.

In addition to the specialized experience listed above, your resume must also demonstrate the following: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Procurement, Implementation, configuration, and management of all environmental control assets consisting of cooling, power, fire suppression, physical security, and access control mechanisms. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Collaborate with customers to define information technology (IT) hardware, software, or other information system resource needs, as well as assess customers' needs and provide quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Ensuring information systems hardware component support requirements are identified, communicated, implemented, documented, and maintained to securely sustain operations of all hosted systems. (4) Problem Solving - IT-related experience demonstrating this competency include: Applies substantial expertise in IT facilities, including physical and procedural elements, to analyze and resolve the most highly complex, controversial, sensitive issues, and / or problems; and where applicable to administer one or more complex programs within a functional area.
