Job Announcement

This announcement may be used to fill one or more positions. The Department of Transportation is seeking a highly motivated and experienced transportation professional to oversee and monitor the on-time and operational performance for the Fairfax Connector Bus System. Performs operational support activities associated with ensuring that the service delivery functions of the Fairfax Connector Bus System are provided and maintained in accordance with contractual requirements and customer service expectations as measured by safe, secure, effective, and efficient service delivery that is customer service focused and oriented. Assigned work hours could possibly be as early as 5:00 am Monday through Friday. There will be some weekend and holiday work assignments on a periodic, yet random, basis.

Illustrative Duties

  • Depending on the functional area of assignment, performs the following tasks:
  • Trains and assists in supervising lower level and paraprofessional staff;
  • Evaluates performance and adequacy of transit services, reviews fare structures and allocation formulas;
  • Undertakes maintenance, scheduling and operations duties for a county-operated bus service;
  • Initiates and follows up on outside contacts to promote FCDOT programs and initiatives;
  • Identifies, develops and maintains necessary data and analysis for planning, forecasting and reporting public transportation usage and traffic patterns;
  • Reviews design plans for multi-modal capital projects;
  • Assists in the preparation of budgets;
  • Develops recommendations based on analyses, forecasts and surveys;
  • Prepares correspondence and reports summarizing process and findings of transportation analyses;
  • Coordinates planning studies with other Fairfax County Department of Transportation units and outside organizations such as WMATA, VDOT and VDRPT;
  • Attends citizens' meetings and hearings to present and discuss findings and plans;
  • Assists in researching, identifying and securing funding opportunities and grants for transportation capital and operating projects;
  • Monitors project grants and grant requirements;
  • Initiates and follows up on outside contacts to promote Fairfax County Department of Transportation programs and initiatives;
  • Assists with developing marketing strategies for traffic reduction programs such as ridesharing, bus and rail transit service, commuter rail service and commuter park-and-ride facilities;
  • Performs outreach activities among corporate officials and community groups in support of traffic demand management and other FCDOT programs and initiatives.

Required Knowledge Skills and Abilities

  • Depending on the functional area of assignment, must possess the following KSAs:
  • Working knowledge of the principles and methods of transportation/transit planning and analysis;
  • Knowledge of procedures for grant and contract administration;
  • Knowledge of operations, maintenance and scheduling;
  • Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment;
  • Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to establish and maintain effective working relationships with county and government officials and the general public;
  • Ability to supervise and train staff.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

Valid driver's license.

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

Knowledge of, and relevant experience in, the management of public transportation service delivery and related elements to include, customer service delivery, contract oversight and administration, project coordination, and extensive experience related to transit operations and transit support functions operations. Strong self -motivated, individual with the ability to work independently and within a team environment. Strong verbal, written, and computer skills, to include all Microsoft Office applications.

Work is generally sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under 25 pounds in weight. Employee is subject to being on duty during inclement weather and emergencies. All duties performed with or without reasonable accommodations.
