Job Announcement

Manages legal notification process for land use hearings scheduled before the Planning Commission and Board of Supervisors. Ensures adherence to applicable state and local requirements in coordination with other agencies. Communicates and manages procedures and deadlines in communication with applicants. Verifies accuracy of materials and letters and prepares notification packets within required deadlines. Prepares and issues supplemental notification for deferred applications. Updates web content for department as needed. Coordinates with department staff on website information and material. Assists with the countywide distribution, receipt, and filing of Statement of Economic Interests forms. Participates in office functions including but not limited to backup coverage for office receptionist and responding to County staff and public inquiries. Assists in the identification and implementation of process improvements for position and office functions. Performs other duties as assigned by supervisor or agency director. This position works under direct supervision of the Management Analyst III.

Illustrative Duties

Performs complex and technical paraprofessional work, requiring independent review and analysis of information, complex calculations, judgment and decision making;
Posts information related to planning and zoning processes to Department and/or County web pages;
Communicates directly with customers, either at public counter or in a scheduled meeting, by phone, and occasionally in writing, to explain staff findings and provide general zoning information
Provides verbal responses to requests for planning and zoning information and/or responds to specific questions related to specific zoning applications;
Meets directly with applicants to facilitate filing or to resolve filing issues of development review applications and ensure application is completed;
Drafts letters to applicants or other parties as assigned;
Enters required data regarding new applications into the appropriate database;
May establish and monitor project schedules and assist others by maintaining paper and electronic files of information.

Required Knowledge Skills and Abilities

Considerable knowledge of the Comprehensive Plan, Zoning Ordinance and/or Zoning Maps;
Considerable knowledge or familiarity with automated information, mapping and data base
management systems;
Ability to interpret and to apply regulations of the Comprehensive Plan and/ or Zoning
Ordinance to reports, zoning applications and/or other assignments;
Ability to work independently and to make routine decisions regarding compliance with the Zoning Ordinance;
Ability to manage many competing applications or work assignments in various stages of acceptance/completion;
Ability to maintain and retrieve files;
Ability to write and speak effectively;
Ability to maintain effective relationships with County officials, employees and the public.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to: high school graduation or a GED issued by a state department of education; plus three years of paraprofessional planning or zoning related work, as defined by the area to which assigned.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Bachelor's degree in planning, public administration, or related field. Proficient in Foxit, Microsoft Office (Word, Excel, and Outlook), and web posting. Excellent oral and written communication skills. Ability to work independently with limited direction and handle competing tasks in a highly deadline-driven environment. Proven record of establishing excellent working relationships with both internal and external customers.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.

PHYSICAL REQUIREMENTS:
Primarily sedentary, performed in a normal office environment. All duties performed with or without reasonable accommodations.
